Councilmember Stolzmann accepted amendment. <br />Councilmember Maloney stated he wants to make sure we are ready for 5G, but is <br />concerned it might be done in random way. He said what is presented is good and will <br />allow us to have something that works for now while the other rules are worked out. He <br />agreed changes will be needed as rules and technology change, but we need to do this <br />so it fits the character of the city. <br />Vote: All in favor. <br />DISCUSSION/DIRECTION — SOUTH BOULDER ROAD CONNECTIVITY <br />FEASIBILITY STUDY AND PLAN <br />Joliette Woodson, Civil Engineer Public Works Department, introduced Charles <br />Alexander and Chris Brown from Fehr and Peers which was hired to come up with <br />options for safer crossings for South Boulder Road. Staff is also working to make sure <br />this project aligns with Transportation Master Plan (TMP) as it develops to make sure <br />the goals align between the two. She noted the concepts shown tonight have been <br />shared with, affected property owners. Staff is looking for feedback on the alternatives,. <br />Mayor Pro Tern Lipton left the meeting at 8:50 <br />Charles Alexander, Fehr and Peers, reviewed the process used to develop the <br />alternatives. They looked at both grade separated and at -grade crossings. He reviewed <br />the crossings at peak traffic. Generally speaking, the bulk of the activity is at Centennial <br />and Main Streets for school kids accessing Louisville Middle School. They reviewed 3.5 <br />years of crash data noting there were two pedestrian involved accidents; four bike <br />crashes, two involved tuming movements, none were at Main Street. <br />He stated the major congestion is eastbound in the afternoons. The level of service at <br />these intersections is operating from levels A —C and is affected by congestion on <br />Highway 42. <br />He reviewed the different alternatives including five ways to do a grade separated <br />crossing at Main Street. They landed on options both east and west of the railroad <br />tracks at Main Street and chose to look at options for Via Appia rather than Garfield for <br />better trail connectivity. None of the options can be done entirely in the City right of way:. <br />He reviewed the diagrams and renderings of the various options, the pros and cons, <br />and the cost estimates which range from $4.6M to $7.2M per crossing. <br />He reviewed some interim steps including a signalized intersection at Eisenhower and <br />South Boulder Road, protected left turns, geometric changes, and Tight installations. <br />And there could be a prohibition of rights on red along the corridor.
