Business Retention and Development Committee <br />Meeting Minutes <br />October 7, 2019 <br />Page 3 of 3 <br />3. Urban Renewal Authority (LRC) Policies. City Manager Balser introduced the <br />next topic of discussion — the LRC Policy procedure / process for considering <br />request for urban renewal authority grant of Tax Increment Financing assistance in <br />support of private development in the City, including specifically the pending <br />application regarding 712 & 722 Main Street. Committee member Erickson <br />informed the Committee that because he has a financial interest in the 712/722 <br />Main Street proposal before LRC and Council, he must abstain from the discussion <br />and leave the Committee meeting. Accordingly, Mr. Erickson excused himself from <br />the meeting prior to discussion of this topic. There was further discussion on the <br />policy and the Committee agreed that they support the tool, but would not speak to <br />specific applications for funding. <br />4. BRaD Mission and Vision. Discussed the Mission and Vision and the Committee <br />requested that this be provided in the BRaD packet for each meeting as reference, <br />but not for discussion purposes unless specifically requested. <br />VII. ED REPORT. Informed Committee members that the open house for the Economic <br />Vitality Director candidates was scheduled for October 17 at the Library conference <br />room at 6:00 PM. All Committee members were encouraged to attend. <br />VIII. REPORTS FROM COMMITTEE MEMBERS. This section of the agenda can be <br />used for updates/reporting back from Committee members on informal retention <br />visits in the future. <br />IX. POTENTIAL DISCUSSION ITEMS FOR NEXT MEETING. Discussed having <br />future agenda items at the November 4, 2019 BRaD meeting: <br />• Date for the 1st retention visit <br />• 2016 Citizen Survey and possible future questions for 2020 <br />• 2019 Street Faire update <br />• 2019 City Council Work Plan <br />X. ADJOURN - The meeting adjourned at 10:00 am. <br />
