through Monday, April 13, 1998.

4.) The employees of the licensee would receive training provided by the Authority.

5.) The Licensee would be responsible for the required posting of the premises, with regards to the
three (3) day suspension.

Chairperson Jeffers asked if any members of the Authority had any questions of the Prosecutor or the
Licensee. Jeffers announced that after questions are answered, the Authority would go into executive
session to discuss the merits of the stipulation, as to whether it is acceptable.

Lipton asked for clarification on the stipulation with regards to Section B.) and C.) of the Show Cause
Order. Special Prosecutor Barnett noted that if the stipulation was approved as proposed, Section B.)
and C.) would be dismissed, therefore, could not be used against the Licensee at a later time.

Lipton also questioned the actual days of the suspension, as to whether a Friday or a holiday might be
more appropriate. Mr. Berenato, Attorney for the Licensee, stated that Saturdays are busy days for the
establishment, Sunday and Monday reflect normal business days, but as proposed, the stipulation was to
serve the three (3) days consecutively.

Morris questioned whether the training would include all of the employees, cooks, and everyone of age to
serve alcohol. Morris stated that he would like to see such training. The Licensee agreed to training of
every employee who is of age to serve alcohol.

With regards to the two (2) days of suspension held in abeyance for twelve (12) months pending no
further liquor code and regulation violations, Lipton asked Special Prosecutor Barnett if the stipulation
could be modified to include any municipal liquor code violations. Both Mr. Barnett and Mr. Berenato
agreed to include any municipal liquor code violations into the proposed stipulations.

The public statement regarding executive sessions was read by the Authority Secretary, after which time
the Authority adjourned to executive session.

Chairperson Jeff.ers reopened the meeting and reported that the Authority deliberated on the proposed
stipulation and received advise from the Authority Attorney during the executive session. Chairperson
Jeff.ers asked the Authority members if they had any questions with regards to the proposed stipulation.

3
