B. Request to Change or Modify Premises - Clover Clan LLC d/b/a Old Louisville Inn.

The request of Clover Clan LLC d/b/a Old Louisville Inn, to enlarge the outside eating area by six inches,
was reviewed by the Authority. The applicant stated the City has granted a Revocable License
Agreement granting the licensee the use of the enlarged premises, and the Public Works staff has
reviewed the proposal and determined that the restaurant use of the 7.5' x 42' area is an acceptable use of
the plaza.

Lipton moved the Authority approve the Request to Change or Modify Premises for Clover Clan LI.C,
d/b/a Old Louisville Inn, with the modification that the gates be taken out. The motion was seconded by

POLICE DEPARTMENT REPORT

A. Disturbance at Pine Street Junction.

A disturbance occurred at the Pine Street Junction on May 22, 1998, which consisted of two women
creating a disturbance outside of the premises, however, the entitlement of the report stated that minors
had been served. Sergeant Jerry Riggins distributed a supplemental report, which was written after the
initial incident report of the disturbance at Pine Street Junction. Sergeant Riggins explained that the
police reporting system lists the entitlement, which, in this case, is misleading. The subsequent report
establish the status of the case, whether people would be summonsed, warned, or advised, be it written or
verbal. Essentially, police intervention consisted of warnings and advisements. The women involved in
the incident were the daughters of the owner and licensee of the liquor establishment. The owner, Ms.
Talbert, took action, firing one daughter, and warning and advising the other daughter. Sergeant Riggins
stated that the police department, at~er investigating the incident, has elected not to file any charges in
this matter.

Chairperson Jeffers voiced his concern about the apparent lack of control of the bar. He suggested that
this matter be reviewed by the full Authority and that this matter to be set on the agenda for the next
regular meeting. The Authority members, in attendance, were in agreement.

SECRETARY'S REPORT

The Authority Secretary reported that liquor training classes are scheduled in Lafayette for Sunday, July
19, 1998, at 10:00 a.m., and Wednesday, July 22, 1998 at 5:00 p.m. Notice was sent to all liquor
establishments in Louisville, on June 5, 1998.

Some members of the Authority were interested in attending the liquor classes held by the City of
Boulder. Classes are held once monthly, and members of the Authority who wish to attend are welcome.
They need only to call and reserve a place in the class. The Secretary will distribute the 1998 schedule
and will reserve space for any members who wish to attend. They have asked that only two members
attend per class. The five-dollar cost will be waived for the Authority members.
