Local Licensing Authority <br />Minutes <br />July 28, 2008 <br />Page 3 of 6 <br />Ms. Butterworth mentioned she felt the addition of Waterloo and the Empire as <br />well as other businesses and the Shop Louisville Campaign have been a great <br />boost to her business, the Book Cellar. <br />Ms. Butterworth stated the studio space and parking at CCTV was inadequate for <br />this type of special event. She pointed out Waterloo sponsors programming on <br />CCTV and has a Patron membership with them. <br />Mulvahill moved the Authority approve the special events permit for CCTV <br />conditioned upon training by the Police Department for the security staff and <br />police presence at the event, CCTV apply for a street closure on Front Street and <br />expand the premises for the event and CCTV provide a written confirmation of <br />the relationship between Waterloo Icehouse and CCTV with a statement of <br />revenue sharing for the event. Carlson seconded. Roll Call Vote: Mulvahill - <br />yes, Wilson -yes, Carlson -yes, Rommelfanger -yes and Lipton -yes. Special <br />event permit approved with conditions. <br />Mulvahill leaves the meeting (7:30 PM). <br />B. Public Hearing -New Hotel and Restaurant Liquor License - ZRC <br />Operations Company, Inc. d/b/a Qdoba Mexican Grill - 459 S. <br />McCaslin Blvd., Suite 1 <br />Rommelfanger opened the public hearing on the new license application. <br />Secretary Hanson stated the application was complete and included in the <br />Authority packet. Background checks revealed no criminal history and the <br />hearing had been posted and published in accordance with state law. <br />No objections were entered to the boundaries of the neighborhood being the city <br />limits of the City of Louisville. Rommelfanger moved the entire application as <br />contained in the Authority packets be made a part of the record of this hearing. <br />Carlson seconded. All in favor. <br />Robert Hosseini, 3634 Huron Peak Ave, Superior, CO, Regional Manager with <br />Qdoba Mexican Grill introduced himself to the Authority and took the oath. <br />He described the concept of the Qdoba restaurants as a healthy Mexican fast- <br />casual restaurant with an emphasis on burritos, tacos and quesadillas. He <br />reported they will serve only beer and pre-mixed margaritas. <br />The emphasis will be on food with the alcohol being an addition to the meal. Mr. <br />Hosseini described the storage of the liquor and service in the restaurant. A <br />reader is used to swipe driver's licenses for all alcohol sales. He described the <br />lease agreement and ownership of the company. <br />Kelly Pietrs, Managing Member of Esquire Petitioning Services, 2792 S. Race <br />St., Denver, CO introduced herself to the Authority and took the oath. She <br />described the petitioning process and presented the results to the members of <br />the Authority. Her conclusion was there was a 98% support ratio on a needs and <br />desire basis of the adult inhabitants of the neighborhood. <br />Rommelfanger closed the public hearing and asked for questions from the <br />Authority. <br />
