Discussion/Direction -Fees <br />This item was brought to the Authority's attention due to the State's bill allowing <br />local authority's to increase fees. Last year the Authority decided not to raise <br />fees. Discussion centered on whether or not there was a need and renewals <br />versus new applications. <br />Wilson moved the Authority have the attorney draft an ordinance to present to <br />the City Council raising the application fee for a new license to $625.00. Lipton <br />seconded. <br />Discussion was raised concerning Special Events Permits and if an application <br />fee was appropriate. <br />Wilson amended her motion to include a $25.00 application fee on a Special <br />Events permit. Lipton Seconded. Roll Call Vote on motion and amendment: <br />Gunning -yes, Carlson -yes, Rommelfanger -yes, Lipton -yes and Wilson - <br />yes. <br />Authority Light asked if the Authority wanted to see a draft. Authority consensus <br />was they did not need to see the draft. <br />E. Discussion/Direction -Draft - An Ordinance Amending Section 5.08 of <br />the Louisville Municipal Code to Authorize the Louisville Local Licensing <br />Authority to issue Art Gallery Permits allowing Art Galleries to offer <br />Complimentary Alcohol Beverages <br />Attorney Culley reminded the Authority of the basis for the draft ordinance and <br />asked the members for discussion and direction. She stated the permit fee is <br />$25.00 and the Authority can set the application fee up to $100.00. <br />Gunning moved the Authority approve the draft ordinance for the Art Gallery <br />Permits and forward to City Council for their approval with a permit fee of $25.00 <br />and an application fee of $25.00. Lipton seconded. Roll Call Vote: Wilson - <br />yes, Lipton -yes, Rommelfanger -yes, Carlson -yes and Gunning -yes. <br />Police Department Reports <br />No reports <br />Secretary's Report <br />Hanson included the letter she was asked to write to Henry's Bar and Grill. <br />The Back Room has completed their suspension. <br />Hanson stated the study session with Council on July 8 was a reminder to her to <br />thank the members of the Authority for all they do and passed on the Council's <br />thanks as well. <br />Authority Attorney's Report <br />Attorney Culley went over a Colorado Court of Appeals decision concerning the <br />local authority and regulating hours of alcohol service. A local authority had tried <br />to regulate hours of operation after a license had been issued and since a liquor <br />
