Mr. Scott's owns a company, Oedipus, Inc., which conducts opinion polls, primarily as relates to liquor <br />license applications. Mr. Scott reviewed the process which is followed in the opinion poll survey. The <br />Authority Secretary is contacted to ascertain the boundaries established by the Authority, any changes to <br />the local roles and procedures, and the date of the public heating. Maps of five different site locations are <br />then generated, along with survey petition documents for residents and business owners, who choose to <br />sign for or against the application of the new liquor license. The signors may also make any comments <br />they wish in support or opposition of the application. The results are then tabulated and appear in a report <br />submitted along with all the petitions. Mr. Scott stated that he was the custodian of the records until they <br />were turned over to the City of Louisville, on November 20, 1998. <br /> <br />City Attorney Light reviewed the applicants Exhibit gA for admission to the Record. Applicants Exhibit <br />gA consisting of a November 19, 1998 cover letter submitting five (5) petition packets to the Authority <br />and additionally, a November 30, 1998 summary letter, submitted by Oedipus, Inc. <br /> <br />Chairperson Jeffers noted that the Applicants Exhibit gA and asked if there were persons who had any <br />objections to admission of Exhibit gA to the record. No objections, therefore Exhibit gA was deemed <br />admitted. <br /> <br />Chairperson Jeffers asked if there were any Authority questions of Mr. Scott about the survey or the <br />results. There were no further questions of Mr. Scott. <br /> <br />Attorney Stonbraker called his next witness Ricky Dean Pfeiffer, Manager of Rite Aid #6204 Louisville. <br />Mr. Pfeiffer identified himself and was sworn in by the Authority Secretary. <br /> <br />Mr. Stonbraker asked Mr. Pfeiffer a series of questions relative the to operation of the Rite Aid #6204 - <br />Louisville store, the alcohol training courses required of the employees, and the liquor procedures <br />established for employees. He also asked what were the consequences for employee non-compliance of <br />of liquor procedures. <br /> <br />Mr. Pfeiffer stated that the Rite Aid#6204 Louisville store opened on October 26, 1998 and has a lease <br />on the property until the year 2017. He explained that the nature of the business is a pharmacy/drug store <br />with the hours of operation 24 hours a day. With regard to the alcohol training program required of the <br />employees, he noted that the cashiers must go through a series of video training tapes. One of the videos <br />is "Techniques of Alcohol Management." After completion of the training tapes, the cashiers are then <br />required to read and sign an alcohol acknowledgment form, and an employment statement. He stated that <br />liquor procedures are prompted by computer generated messages to the cashiers. The computer scans <br />the beer purchase and then asks the cashier to verify age by requesting a picture I.D. Mr. Pfeiffer noted <br />that any employee failing to comply with any Rite Aid store regulation would result in their instant <br />termination. <br /> <br />Mr. Stonbraker asked if the Authority members had any questions of Mr. Pfeiffer. <br /> <br />Lipton asked if in addition to Rite Aid store liquor training, whether employees would attend the Liquor <br />Training sponsored by the Cities of Louisville and Lafayette, and the Colorado Department of Liquor <br />Enforcement. <br /> <br />Mr. Pfeiffer stated that he would look into local training programs when they are available.
