Planning Commission <br />Meeting Minutes <br />April 10, 2008 <br />Page 7 of 13 <br />• The Fairview Montessori School is currently located at 733 Jefferson Ave and <br />was approved as an SRU in 1994 and amended in 2003. <br />• The school provides child care and pre-school education with hours of <br />operation from 7:30 AM to 5:30 PM, Monday through Friday. <br />• The applicant's letter states the property at 1501 Jefferson will be purchased <br />and used for the sole purpose of operating the Montessori school. <br />• The site plan illustrates a playground area to the west of the existing garage, <br />which they plan to enclose with 4' chain link fence. Section 17.16.200(B) of <br />the LMC states "outdoor play areas serving child care centers shall be <br />enclosed by a solid fence six feet in height". Staff recommends a 6 foot solid <br />fence be placed along the northern property line to prohibit children from <br />accessing the ditch. The remainder of the play area could be constructed as a <br />4' chain link fence. <br />▪ A new driveway on the south side of the property with a turning bulb will be <br />used by parents to access the property for drop-off and pick-up. An additional <br />area is available on the west side of Jefferson that can be used as drop-off <br />and pick-up. Staff recommends the area be signed for "pick-up and drop-off <br />only". <br />• The Fire Marshall and Chief Building Official have reviewed the site for code <br />compliance and have approved the site. <br />• The applicant must also comply with the rules and regulations set forth by the <br />Division of Child Care in regards to class size and occupancy. <br />Wood continued with a discussion of the Special Review Use Criteria. He stated the <br />application meets the five (5) criteria. <br />Staff recommends approval with the following conditions: <br />1) Staff requires a trash/recycling area be constructed on the site that will <br />adequately serve this use. <br />2) Staff recommends there be additional staff parking placed on the existing <br />concrete drive thmis located near the existing detached garage. <br />3) Staff recommends 'he applicant should place the 6 foot sold fence along the <br />northern prope ine to prohibit children from accessing the ditch. The <br />remainder of the :_ area could be constructed as a 4' chain link fence, as being <br />requested. <br />4) Staff recommends this area should be signed for "pick-up and drop-off only" to <br />allow for the western side of Jefferson Avenue to remain free and clear for <br />queuing. <br />5) The Special Review Use is granted to the applicant only and is for a maximum of <br />60 students. <br />Commission Questions: <br />Russell discussed with staff LMC 17.16.200 regarding the fencing requirement as a <br />matter of clarification. <br />Loo asked if there had been any other special code requirements (fire, building safety) <br />that require modification to the property. <br />Wood stated he was not aware of any but the question should be asked of the <br />applicant. <br />
