Planning Commission <br />Meeting Minutes <br />April 10, 2008 <br />Page 8 of 13 <br />Applicant Presentation: <br />Shannon Ryland, 541 W. Cedar Place, Louisville, CO owner of the Fairview Montessori <br />School provided background history of the school. The reason for the move is their <br />desire to own their own property and they also need the extra space the site affords for <br />future growth. <br />Members of the Public: <br />Christopher Riley, 1603 Jefferson, Louisville, CO addressed the following concerns with <br />the Commission: traffic, hours of operation and enrollment size. <br />Susan Stevens, 1605 Jefferson, Louisville, CO requested the Commission review of <br />LMC code limitations regarding the number of children that a Family Child Care <br />Provider can have in their home. <br />Barb Hesson, 526 Lafarge, Louisville, CO stated her opposition to a child care facility in <br />a residential neighborhood. She stated she lives in a neighborhood where such a school <br />is located and she sees problems with traffic and pedestrian safety on a daily basis. <br />Beverly Burris, 518 Sunset Ave., Louisville, CO expressed concerns with the increase in <br />traffic, parking, noise and the ditch on the north side of the property. <br />Pritchard stated he had a commitment and excused himself from the rest of the <br />meeting. <br />Michael Deborski, 601 Pine Street, Louisville, CO stated if the Commission approves <br />the application they should also look at protecting the neighbor's rights. He expressed <br />concern with parking and traffic. <br />Commission Questions of Staff and Applicant: <br />Hartman asked if the school anticipated any night time events. <br />Ryland responded the evening events are very limited. <br />Russell discussed with the applicant the school scheduled hours of operation. <br />Loo asked what renovations needed to be completed. <br />Ryland replied a bathroom needed to be added and the conversion of the attached <br />garage to a classroom. She stated the school is required to meet at the Fire Code <br />standards as well as the State of Colorado Division of Child Care requirements. <br />Tengler, Sheets and Lipton had not questions. <br />Staff and Applicant Summary and Recommendation: <br />Staff stated they do not support relief for the use of a chain link fence. <br />Ryland discussed the emails received at the Planning Department. She stated the <br />concerns addressed in those emails and letters are addressed in the requirements set <br />forth by the Colorado Division of Child Care. As for the traffic congestion, the staggered <br />schedule has taken care of that concern at the current location. <br />Public Hearing Closed Commission Comments: <br />Hartman stated her support. She did say she still had a few parking concerns but not <br />enough to warrant non-support. <br />
