Planning Commission <br />Meeting Minutes <br />December 8, 2016 <br />Page 6of6 <br />the roundabout proposal at Dahlia and Cherry and CC has asked that it be removed from the <br />plan. The second was to reduce McCaslin Blvd from three lanes to two lanes between Cherry <br />and Via Appia and bring in enhanced bike lanes. CC prefers to leave that section of McCaslin <br />Blvd as a three lane section of road and asked for it to be removed from the plan. Finally, CC <br />has asked for all residential uses proposed and allowed through Special Review Use on the <br />east side of McCaslin to be removed from the plan. CC felt it should remain a commercial/office <br />area. CC has expressed they are happy with the land use mix on the east side, but feels there <br />needs to be more study and consideration of land use mix on the west side. When the plan was <br />presented to the PC, it reflected current land uses with commercial and office. CC wants to <br />consider transit -oriented development around the Flatiron Flyer and Bus Rapid Transit station. <br />They want to consider the possibility of different land use scenarios in Centennial Valley. CC <br />has requested more study, so Staff will have a session on January 17, 2017 to discuss land use <br />on the west side. <br />Hsu says can you define what transit -oriented development is? <br />Zuccaro says it can mean a lot of different things. In the most general sense, it is a <br />development type that tries to take advantage of the transit station and uses that will cluster <br />around the transit area. Residential can be considered and is common. Densities of <br />developments can take advantage of transit that is more pedestrian friendly. The CC wants to <br />explore different ideas. <br />Moline asks if those proposed changes and this additional study be significant so the plan will <br />come back to the PC? <br />Zuccaro says I do not know what CC's intent is. We will discuss it in January on what direction <br />they want to go. If there are significant changes, it is possible it could come back to PC for <br />further study. <br />Pritchard asks Zuccaro to give the PC an update at the February PC meeting. I also would like <br />to address signage in 2017. <br />Zuccaro says there are funds budgeted to update the sign code citywide. It is an express <br />priority of CC. There is a work session on signage in January to discuss priorities on the Priority <br />List. <br />Rice says nearly every commercial application reviewed has some request for a sign variance. <br />It doesn't strike me as good planning and it is a concern of mine. If the codes are good after <br />reflection and review, then perhaps we should not be handing out variances. However, if they <br />need to be updated, then across the board changes should be done. <br />Items Tentatively Scheduled for the regular meeting: January 12, 2017 <br />➢ The Collective: A request for an amendment to the CTC GDP, a Final PUD, and a <br />Final Plat to create three lots and three flex -space buildings totaling 85,520 square feet <br />for industrial, office, and retail uses; Lots 11 and 12, Block 1 CTC, both lots zoned <br />PCZD-1 and totaling 10.77 acres. <br />• Applicant and Representative: Entasis Group (Brian Ojala) <br />• Case Manager: Kristin Dean, Principal Planner <br />Adjourn: <br />Rice made motion to adjourn, Brauneis seconded.
