Based on the preliminary discussions, Xcel Energy <br />recommends enrollment in its Strategic Energy Management (SEM) program. The program provides energy <br />management consulting using analysis of your facility's data in order to gain deeper energy efficiency savings. <br />The program will help you design an energy management plan for continuously improving your operation's <br />energy performance over time. <br />The purpose of this Memorandum of Understanding is to confirm the City of Louisville's intent to participate <br />in the SEM Program, and to make good -faith efforts to implement the energy saving measures that meet the <br />City of Louisville's business criteria. Through consultative services, the program supports implementation of <br />efficiency measures, implementation of SEM best practices, and development of an energy management plan. <br />Xcel Energy encourages an 18-month commitment, with potential annual renewal(s) to participate in the <br />SEM program. For each period Xcel Energy and the City of Louisville will work together to define the level <br />of support which best aligns with the sites needs and energy savings opportunities. Neither Xcel Energy nor <br />its SEM consultants make any representation regarding the amount of energy efficiency savings the City of <br />Louisville will achieve within the SEM program. <br />Xcel Energy Support <br />Xcel Energy will work with the City of Louisville to identify energy efficiency opportunities and opportunities <br />to enhance the City of Louisville's business practices for managing energy. This support will include the <br />following activities at no cost to the City of Louisville: <br />• Conduct an Energy Management Assessment (EMA) with Xcel Energy's consultant; <br />• Assist site with identification of effective methods to track energy performance; <br />• A one to three-day facility energy scan to identify energy savings opportunities; <br />• A high-level summary of capital projects, and help with maintaining a register of all -types of energy <br />efficiency opportunities; <br />• Expertise to ensure that an objective analysis of energy costs is a part of a normal capital decision - <br />making process; <br />
