Open Space Advisory Board <br />Minutes <br />November 18, 2020 <br />Page 4 of 6 <br />9. Discussion Item: Draft 2020 OSAB Accomplishments presented by Helen <br />Moshak, OSAB Chair <br />Helen will convert the draft document into a Google Document and send it to the <br />group for editing and updating. Goal Leads will present their sections and OSAB <br />will review and finalize in the December meeting. Charles volunteered to work <br />with Missy (Lead) on the acquisitions goal and to take over after her departure. <br />10. Discussion Item: Wayfinding & Trail Planning presented by Nathan Mosley, <br />Director of Parks, Recreation and Open Space. <br />Nathan - The CIP was approved for $60K budgeted for signage and wayfinding <br />in 2021 and $30K for the wayfinding pilot in 2022. The plan is for: <br />1. An RFP to finalize the design, materials and costing of the wayfinding <br />plan. <br />2. Install signage at park locations without site identification or rules and regs <br />signs and implement signage on the Powerline trail and connector trails. <br />Based on the results from the RFP, OSAB and staff will schedule a study session <br />with City Council to brief them on the project and provide accurate cost estimates <br />to lay the groundwork to later get budget approval for a revised budget in 2022 <br />and additional funding in 2023 to finish all the trails in the system. <br />Starting in December, staff and the Tiger Team (Laura and Helen) will work on <br />the RFP, funds will be available starting in 2021. Missy asked about coordination <br />between departments and financial boundaries. She explained that previously <br />there has been a lack of coordination and information about the costs and not <br />enough information about savings on joint efforts to develop a consistent look <br />and feel throughout the city. Nathan will coordinate and would like Open Space <br />to lead the effort to get it started and then help other departments benefit from <br />the design and costing work. He also advocates for a 2-3 year project term and <br />warns that stretching it out over 4-5 years will defeat the economy of scale and <br />accuracy of the pricing and availability of materials. Missy urged that we make <br />sure the pricing and materials serve as many departments as possible within <br />reason and that we engage with the community to keep the momentum going <br />and schedule resources for marketing and outreach and collect feedback and <br />comments. She urged creating a budget line and dedicating resources to <br />support this outreach and input effort. Nathan will keep the foot on the gas pedal <br />and get the project going. <br />Helen asked about what the process is for setting up the study session. Nathan <br />explained that he will work with Heather (City Manager) to set a date after we <br />have developed the plan and costing. He will work on getting a placeholder on <br />the calendar and keep OSAB posted. <br />C: <br />
