Open Space Advisory Board <br />Minutes <br />November 18, 2020 <br />Page 5 of 6 <br />Helen asked if the RFP will be joint between Open Space and Parks and who wil <br />lead the project. Nathan confirmed that he thinks that the plan is great and that <br />we just need to finalize the design and pricing so that we can develop the project <br />plan and knock it out of the park. He explained that it would be joint and that <br />Ember is likely to be the lead but they need to work on staffing issues and <br />planning first before this is finalized. He will keep OSAB informed. <br />Trails: Next, Nathan explained that the 104 Connector trail is in the budget. The <br />RFP is in its final stages, it will be out in mid -December and we will probably <br />have a design consultant in place in March and begin construction in 2022. The <br />city is working on an Intergovernmental agreement between Lafayette and <br />Boulder County to negotiate design, building and maintenance and future capital <br />improvements. <br />Nathan checked in to see if OSAB wanted to revisit the prioritization of trails or <br />have a broader discussion including social trails and developing a trails master <br />plan. David discussed the importance of having projects queued up so that we <br />move on them when funding becomes available. His top two suggestions: <br />1. A Balanced approach to social trail management <br />2. Fun Routes to School - also requiring single track designation. Extracted <br />from Transportation Master plan in 2018 to connect schools and the <br />recreation center (Eagle, CO and Bentonville, AR model). Nathan and <br />Ember have met with the Boulder Mountain Bike Alliance and are looking <br />for opportunities for grants. Nathan reminded everyone that a trail along <br />the Powerline trail would require working with numerous homeowners and <br />outreach to the community. Missy reminded the group that the executive <br />director (Aaron Clark) of the International Mountain Biking Alliance lives in <br />Louisville and is very interested in partnering, he reached out to David in <br />2019. <br />The group discussed the importance of more dialogue on these topics and <br />agreed to add to the agendas in Q1. Jessamine suggested a dedicated working <br />session to review issues, maps, social trails with a presentation to kick it off to <br />learn about the context, history and background to establish a common ground <br />for future discussions on priorities and planning. Peter and Charles supported <br />this idea. Nathan suggested starting with the Transportation Master Plan for <br />context and funding opportunities. Helen proposed starting a Trails Tiger Team <br />to be tasked with preparing a presentation like the Wayfinding Tiger Team <br />presentation and after further discussion the group agreed to starting this in Feb <br />with new OSAB members, creating a Trails Tiger Team and having a working <br />session post COVID (late summer?). <br />David asked about how to improve communication with Council since Mayor <br />Stolzman's decision to discontinue the Council Liaison role.
