Her expertise is mainly with the residential side. <br />She advocates using the "LEED" program over other systems because <br />it provides independent 3rd party verification rather than self-certifying. <br />Patti said we have 6,000 LEED APs in Colorado and we should use <br />them for their expertise. <br /> <br />c. Green Building Discussion: Direction for Louisville <br />Paul Wood and Michael Jones went to a recent "Transition Louisville" <br />meeting and met David Johnston, with "What's Working", They said <br />they were very impressed with his presentation and the city is <br />negotiating to hire him as a facilitator in this process of public outreach. <br />We also met with Mona Newton with the Governors Energy Office, and <br />Andy Johnson, with DAJ Design, and with "Transition Louisville" group. <br />Paul Wood said "the people are concerned about energy and how that <br />relates to the efficiency of their own homes. We have many questions <br />and concerns regarding a sustainability program. How can we get the <br />greatest return for the constituents' dollar? How much will a program <br />impact staff, and what type of education program will we need? What <br />kind of incentives can we use? Do we want voluntary compliance for <br />the 151 year?" <br />Paul Wood suggested that we work in conjunction with "Transition <br />Louisville" group to let the groundswell effort of the community provide <br />the momentum to identify the right benchmark for our program. <br />Mike Jones said, "the building envelope is really the only thing we have <br />total control over. We need to take our time and do it right." <br />We as a team will develop an outline to work with. Then as a board <br />we will decide where we want to set the bar for our program relative to <br />the IECC and other programs." <br />Paul Wood reminded us that there will be study session meeting with <br />Council at 7:00 pm on May 12, 2009. Define a common target point or <br />focus for the council on this subject. The City manager has set a goal <br />of September to adopt the 2009 building codes as well as an energy <br />sustainability program. <br />Andy Johnson, with DAJ, also recommends using David Johnston as <br />he was involved with the success of Routt County's building program. <br />"The City of Louisville is really unique. Louisville does have the <br />opportunity to qualify for energy block grants to match funds from the <br />Gov's energy office. The one advantage you have is that you already <br />have several groups eager to work together. "Transition Louisville also <br />would like to provide the educational component." <br />Mike Jones and Paul Wood summarized that together as a board we <br />can come up with a program that will work if we have public <br />involvement, and use the amazing resources we have in the <br />community, on staff, and on this board. <br />
