CITY OF LOUISVILLE, COLORADO <br />APPEAL APPLICATION FORM <br />BOARD OF APPEALS & ZONING ADJUSTMENT <br />ATTACHMENT 'A' <br />6. Describe request showing justification & relief sought. <br />Request for Special Exception Permit by the Zoning Board of <br />Adjustment for restricted use permitted in the Flood <br />Regulatory District. <br />The designated site for the City of Louisville golf <br />course clubhouse is located within the flood storage <br />district of the flood regulatory district as delineated on <br />maps and profiles for the one hundred -year floodplain limits <br />of Coal Creek. The site is located on the northern fringe <br />of the floodplain in a portion of the district in which <br />flows are characteristically of shallow depths and low <br />velocities. (please see enclosed map; attachment 'C'). <br />Per section 17.56.150: <br />A. Flood protection elevation (one foot above 100 year flood <br />elevation) = 5422' (subject to further verification) <br />Proposed finished floor elevation (lower level cart <br />storage) = 5419.50' <br />Proposed finished floor elevation (main level pro shop <br />and snack bar) = 5429.33' <br />B. The structure and related fill for the clubhouse will not <br />decrease the efficiency or the capacity of the floodway. <br />The entire golf course development, including this <br />clubhouse will effectively improve the efficiency and <br />capacity of the floodway due to additional drainage <br />culverts which are being installed and the fact that <br />existing structures are being removed from the flood <br />regulatory district as a part of the overall development. <br />C. The clubhouse and associated fill will not adversely <br />affect the efficiency or unduly restrict the capacity of <br />the channels or floodways of any tributaries, drainage <br />ditches or any other drainage systems (also see item B <br />above) . <br />D. Not applicable. <br />E. The proposed golf course development is an "open use" and <br />is consistent with the need to minimize flood damage (per <br />section 17.56.160 & 17.56.170, see below). All public <br />utilities etc. shall be located and constructed to <br />minimize or eliminate flood damage. Adequate drainage is <br />to be provided across the site to reduce exposure to <br />flood hazards. <br />
