Per section 17.56.160, "Flood Regulatory District - <br />Permitted Uses"; <br />A golf course is an open use which shall be permitted <br />within the flood regulatory district. <br />Per section 17.56.170, "Flood Regulatory District - <br />Restricted Uses"; <br />Structures accesory to the open uses permitted in section <br />17.56.160 may be permitted only upon application to the <br />city building official and the issuance of a special <br />exception permit by the zoning board of adjustment. The <br />proposed clubhouse is an accesory use to the golf course <br />which is a permitted open use. <br />Further, the proposed clubhouse will be built above the <br />100 year flood elevation and will be constructed and <br />utilized such that the following criteria shall be <br />fulfilled: <br />Criteria per section 17.56.170; A,1-5: <br />he structure is not designed for human habitation. <br />(The City of Louisville Planning Department defines <br />structures for "human habitation" as structures or <br />buildings utilized as dwelling units as defined elsewhere <br />in the zoning ordinance.) <br />The affected floor level of the clubhouse is utilized <br />only for storage of golf carts and no public spaces exist <br />in this area. <br />The structure will have a low flood damage potential, <br />specifically, the affected floor level of the clubhouse <br />is the lower level, which is contructed of concrete <br />foundation walls on three sides and open on the down- <br />stream side. All structural elements in the lower level <br />cart storage area below flood protection elevation are <br />steel or concrete. <br />3. The structure is designed to be placed on the site so as <br />to offer the minimal obstruction to the flow of <br />floodwaters. It is located on the outer edge of the <br />floodplain. <br />4. The structure will be firmly anchored to prevent the <br />building from floating away. <br />5. Service facilities such as electrical equipment will be <br />at or above the flood protection elevation. <br />
