City Council <br />Meeting Minutes <br />February 16, 2021 <br />Page 6 of 8 <br />Councilmember Lipton added Councilmembers are not design experts and we should <br />look at the policy of the project not the specific design elements. Councilmember <br />Dickinson agreed. <br />Councilmember Brown stated he agrees we need more signage to help people find <br />businesses and other locations in town and he supports the project. <br />Mayor Stolzmann stated she does not object to moving forward but the signs that are put <br />up must be legible and that they may be modified from what we are looking at tonight to <br />make them useful and consistent citywide. If the project becomes too much for existing <br />staff to do additional staff should be brought on and that paid for by the LRC. <br />Councilmember Fahey stated she supports the project if the signs are clearly readable <br />and consistent Citywide. <br />The consensus was to move the project forward knowing sign design changes might be <br />necessary and if additional staff is needed, the LRC will pay for it. <br />EXECUTIVE SESSION <br />WATER RIGHTS ACQUISITIONS AND DISPOSITIONS (Louisville Charter, Section 5- <br />2(c) — Authorized Topics — Consideration of water rights acquisitions and <br />dispositions, only as to appraisals and other value estimates and strategy, and <br />C.R.S. 24-6-402(4)(a)), specifically concerning a potential purchase of new water <br />rights and a potential sale of existing water rights <br />City Attorney Kelly introduced the item. City Clerk Muth read the statement required in <br />Municipal Code. <br />City Attorney Kelly stated that regarding the authority for the executive session, Section 5- <br />2(c) of the Home Rule Charter authorizes an executive session for the purpose of <br />consideration of water rights acquisitions and dispositions by the City, but only as to <br />appraisals and other value estimates and strategy for the acquisition or disposition of <br />such property. An executive session for this purpose is also authorized by the Open <br />Meetings Law, Section 24-6-402(4)(a) of the Colorado Revised Statutes. <br />MOTION: Mayor Stolzmann moved to go into executive session for the purpose of <br />consideration of water rights acquisitions and dispositions and that the executive session <br />include City Manager Heather Balser; Public Works Director Kurt Kowar; Deputy Director <br />of Utilities Cory Peterson; and City Attorney Kathleen Kelly. Seconded by Mayor Pro Tern <br />Maloney <br />Motion passed by unanimous roll call vote. <br />Council went into the executive session at 7:09 pm. <br />
