City Council Meeting Minutes February 16, 2021 Page 7 of 8 Council returned from the executive session at 8:11 pm. CITY ATTORNEY REPORT ON EXECUTIVE SESSION City Attorney Kelly stated the executive session was for the purpose of considering water rights acquisitions and dispositions. As follow up to the executive session the next agenda item is a draft ordinance for City Council's consideration on first reading that would approve an agreement to sell water rights currently held by the City. The City Clerk has posted the full ordinance to the City's website. Additionally, a draft agreement for water rights acquisition will be on the March 2 City Council agenda for consideration. ORDINANCE NO. 1804, SERIES 2021 - AN ORDINANCE APPROVING THE TRANSFER OF CITY -OWNED WATER RIGHTS IN THE NEW COAL RIDGE DITCH COMPANY AND APPROVING AN AGREEMENT IN CONNECTION THEREWITH - 1ST READING, SET PUBLIC HEARING 3/2/21 Mayor Stolzmann introduced the item noting the public hearing will be held March 2. MOTION: Councilmember Leh moved to approve the Ordinance on first reading; Councilmember Dickinson seconded the motion. Motion passed by unanimous roll call vote. AIwo-Ai1101N01W&IN4101:40 No report. COUNCIL COMMENTS, COMMITTEE REPORTS, AND IDENTIFICATION OF FUTURE AGENDA ITEMS ECONOMIC VITALITY COMMITTEE - Meeting on Friday. FINANCE COMMITTEE - Met yesterday and discussed sales tax reports for 2021 which were slightly better than estimates. Also looked at quarterly financial statements. Will be looking at the bag tax implementation at the March meeting. UTILITY COMMITTEE - Met last week and continuing work on the Windy Gap financing. Also discussed utility rates and tap fees. COLORADO COMMUNITIES FOR CLIMATE ACTION - Met last week; working on greenhouse gas road map for the state and following the legislative session closely.
