Library Board of Trustees <br />Agenda <br />Thursday, January 14, 2021 <br />Page 2 of 4 <br />unanimously. Elizabeth Bravman was self -nominated to be Secretary and elected <br />unanimously. <br />VI. Public Comments - There were no public comments. <br />VII. Trustee Informational Comments on Pertinent Items Not on the Agenda - Board member <br />West flagged the ongoing need for support for current and former library staff in the context <br />of the ongoing cuts and general atmosphere of 2021. <br />VIII. New Business <br />A. Designate <br />1) 2021 location to post notices of public meetings <br />Meeting information will be posted at the Library, City Hall, and the Rec Center. The Board <br />would like to post this at Superior Town Hall as well, and will look into how to do this. This <br />proposal was approved unanimously. <br />2) 2021 schedule of Library Board of Trustee meeting. <br />Library meetings in 2021 will take place at 6:30 PM on the second Thursday of alternating <br />months starting in January. They will be held in person at the Library when COVID restrictions <br />allow, and electronically via Zoom when needed. This proposal was approved unanimously. <br />B. Distribute <br />1) 2021 Open Government and Ethics Pamphlet <br />The handbook was distributed to board members. <br />C. Meeting Protocol Discussion <br />The Board discussed the question of how to structure the meetings and to what degree the <br />meetings would need to follow formal rules of order. Board member West called for meetings <br />to be efficient and clear, with decisions clearly acknowledged. President-elect Seyle <br />proposed that the meeting assume that the majority of decisions would be clearly called but <br />made through acclamation where non -objection would be interpreted as consent, but that all <br />board members could request a roll call vote for any discussions. President Gurganus <br />proposed that in particular, recommendations about Library policy or formal <br />recommendations to the city should tend to use roll -call votes, while internal discussions <br />about board structure and administration should proceed by an assumption that non -objection <br />indicated consensus. The Board decided to adopt this approach by consensus. <br />D. Trustee Orientation and Handbook <br />The Board discussed what content should be included in the Trustee Orientation and <br />Handbook. Board member West reported that the materials are useful but extensive, and a <br />more focused version may be helpful. Director Nemechek proposed establishing a discussion <br />with Library department heads, when the COVID restrictions allow. President Gurganus will <br />work with Director Nemechek on a refresh of the current Board Handbook to develop a new <br />draft. Board member West volunteered to help in the project as well. <br />E. Role of the Trustees <br />The Board discussed the idea of a Trustee's role as an advocate for the Library. This includes <br />promoting the Library and spreading information about it and its roles, and soliciting feedback <br />
