City Council <br />Meeting Minutes <br />March 16, 2021 <br />Page 10 of 13 <br />Councilmember Leh stated the applicants have met the criteria in the code and this <br />application does what we want to do in that area. <br />Mayor Stolzmann stated she agrees the CDDSG are met with the industrial building, but <br />she feels the SRU for the auto fueling station is not meet without the addition of a fast <br />charging station to meet criteria one and two. <br />MOTION: Mayor Pro Tern Maloney moved to approve Resolution No. 23; Councilmember <br />Lipton seconded the motion. <br />Mayor Stolzmann made a friendly amendment to add a condition of approval to the <br />Resolution that there be a fast charging station at the fueling station to meet the first and <br />second SRU criteria. Mayor Pro Tern Maloney and Councilmember Lipton agreed to <br />adding that to the motion. <br />Councilmember Brown stated that with the addition of the fast charging station he feels it <br />meets the SRU criteria. <br />Mayor Stolzmann closed the public hearing. <br />Motion passed by unanimous roll call vote. <br />RESOLUTION NO. 24, SERIES 2021 — A RESOLUTION SETTING CERTAIN WATER, <br />WASTEWATER, STORMWATER AND OTHER FEES RATES, AND CHARGES FOR <br />THE CITY OF LOUISVILLE, COLORADO <br />Deputy Director for Utilities Cory Peterson stated the proposed utility increases for 2021 <br />are 2% for water, 4% for wastewater, and 5% for stormwater. If approved, these will go <br />into effect May 1. <br />He stated Council has chosen a smoothing process so the rates are adjusted annually to <br />meet long-term costs with gradual, predictable changes rather than only adjusted when <br />projects are needed which would create large swings and increases in some years. He <br />reviewed the debt service ratio and minimum target reserves. He noted several large <br />projects have been delayed which has lessened the need for immediate increases. <br />Councilmember Lipton stated the Utility Committee has reviewed this in detail and noted <br />the City is in the position to provide affordable, reliable water for the future. He noted the <br />past years' rate increases and average monthly residential bills are very competitive with <br />our neighboring communities. The committee supports the recommended increases. <br />Public Comments — None. <br />MOTION: Mayor Pro Tern Maloney moved to approve Resolution No. 24, Councilmember <br />Lipton seconded the motion. <br />
