City Council <br />Meeting Minutes <br />April 6, 2021 <br />Page 9 of 11 <br />Staff has developed and started work on a communications plan that focuses on <br />residents, low-income households, and businesses. She reviewed the set-up and <br />marketing costs for the program and the anticipated annual costs. Staff is also looking at <br />programming options that will further support waste diversion efforts in the community <br />and leverage existing partnerships and opportunities. <br />She added that the State legislature is currently considering a bill that if passed could <br />allow local municipalities to charge a100 tax per paper or plastic bag or higher fee <br />adopted by a local municipality beginning 9/1/21; it would prohibit polystyrene food to -go <br />containers starting 1/1/22; it would prohibit providing single -use plastic bags starting <br />9/1/22; and after 9/1/22, stores may only provide recycled paper bags for a 100 fee or <br />higher as imposed by a local municipality. Whatever happens with this state bill may <br />affect Louisville's program. <br />Staff is asking for input on the plan moving forward. <br />Public Comments - None <br />Mayor Stolzmann stated she thinks the City should continue with the current plan. The <br />voters approved a single bag use tax, not just a plastic bag tax. We can decide how to <br />use the money during budget discussions determining then what is the highest priority <br />sustainability project. <br />Mayor Pro Tern Maloney stated this really is about waste reduction and changing <br />people's behavior; the revenue that will be generated is not the goal. The Finance <br />Committee has discussed this and noted we don't know what amount we will generate but <br />we should spend the money on items people will use and programs that have an impact. <br />Councilmember Dickinson stated the goal is to reduce use of single use bags. We will <br />need to do a big campaign to get people to understand the goals and so they are <br />prepared for the change. <br />The consensus was this does not need to come back to Council for further input; staff can <br />begin implementation of the plan.
