City Council <br />Meeting Minutes <br />April 20, 2021 <br />Page 3 of 14 <br />bring those numbers down in the next few weeks. She noted hospitalizations are not <br />leading to as many deaths as last year. People who are vaccinated who do get COVID <br />are not being hospitalized or dying. <br />Trina Ruhland, Boulder County Assistant Attorney, reviewed the new COVID dial and <br />current public health orders putting the entire County in Level Blue. She noted there are <br />no capacity limits outdoors which is designed to get people outdoors. Level Blue is <br />effective until May 16 after then it will be Level Clear and capacity restrictions will end. <br />Currently masks are required in all indoor public spaces and that will likely stay in place <br />for schools until the end of the school year. <br />Level Clear, May 16 — August 16, will be a monitoring period for hospital rates. If hospital <br />admissions increase restrictions can be put back in place. <br />Chris Campbell, BCPH, reviewed current vaccine rates noting that currently about 60% of <br />adults have had their first shot and 35% are fully vaccinated. Currently, the County is <br />administering almost 27,000 vaccines per week. They are working to make progress in <br />reaching BIPOC communities with community based and mobile based equity clinics. <br />They are also highlighting vaccine education, working with community influencers and <br />cultural brokers to get information to BIPOC residents. <br />Public Comments — None. <br />Mayor Stolzmann asked if other public health orders are being considered. Dr. Nolan <br />stated they are watching transmission numbers and hospitalization particularly related to <br />the variants. The goal is to stay in Blue for one month to see what can be done with <br />vaccines and how that interplays with case numbers. The mask order will stay in place <br />until May 5th at which time the County will reevaluate. <br />Mayor Stolzmann asked when younger people will be able to be vaccinated. Dr. <br />Christopher Urbina, BCPH, stated it looks likely that by the fall the younger population will <br />be able to be vaccinated and perhaps even younger children by early next year. <br />Councilmember Brown asked if moving to Level Clear is a given or if it depends on case <br />numbers. Dr. Nolan stated it depends on case numbers. <br />Councilmember Brown asked if the County goes to Level Clear, how will monitoring and <br />restrictions be reviewed or revamped. Dr. Nolan stated they will continue collecting data <br />in all the same areas they are now including the positivity rate and hospitalizations. <br />Testing will continue as well. <br />Councilmember Dickinson asked how effective the vaccine is proving to be and are <br />people getting the disease twice. Dr. Christopher Urbina, BCPH, stated a very small <br />number of people are getting the disease twice. He stated the vaccine is showing to be <br />
