City Council <br />Meeting Minutes <br />April 20, 2021 <br />Page 6 of 14 <br />STRUCTURE AND CONSTRUCTION OF AN ADDITION TO THE REAR OF THE <br />EXISTING STRUCTURE AND ASSOCIATED SITE IMPROVEMENTS AND A SPECIAL <br />REVIEW USE TO ALLOW USE GROUP #35, OUTDOOR EATING AND DRINKING <br />ESTABLISHMENTS FOR 809 MAIN STREET <br />RESOLUTION NO. 31, SERIES 2021 — A RESOLUTION APPROVING A LOCAL <br />LANDMARK DESIGNATION FOR THE PROPERTY LOCATED AT 809 MAIN STREET <br />RESOLUTION NO. 32, SERIES 2021 — A RESOLUTION APPROVING A HISTORIC <br />PRESERVATION FUND GRANT FOR THE LANDMARKED PROPERTY LOCATED AT <br />809 MAIN STREET <br />Mayor Stolzmann introduced the item and asked for any disclosures. There were no <br />disclosures. Mayor Stolzmann opened the public hearing. <br />Planner Ritchie stated this is a request for a Planned Unit Development (PUD), Special <br />Review Use (SRU), landmark, and a historic preservation grant for 809 Main Street. The <br />current building is in the core of downtown and was constructed circa 1900 with some <br />additions over the years. It has been vacant since 2017 and is currently in pretty bad <br />disrepair. This is the first PUD or SRU application for this location. <br />The proposal looks to keep the first 25 feet of the structure which is believed to be the <br />original footprint of the site and the most historic section of the building. The Historic <br />Preservation Commission (HPC) approved an alteration certificate for restoration and <br />rehabilitation for the fagade with new siding, replica windows, and a new front door. The <br />remainder of the building would be a redevelopment and include a new 2-story addition at <br />the rear. Keeping the addition minimal to the historic portion meets the design guidelines <br />and preservation best practices. A waiver is required for the canopy cover in the rear. <br />Staff finds the proposal meets all standards and guidelines for the Design Handbook for <br />Downtown. One parking space is provided in the proposal, none are required. <br />A Special Review Use is required for music on the outdoor patio. Staff finds the <br />application meets all the criteria for an SRU with hours of operation of 7 am — Midnight. <br />Staff finds the site does meeting the landmarking criteria for architectural significance, <br />cultural significance, and physical integrity. <br />The applicant is requesting a grant to fund a portion of the preservation and restoration <br />work as well as a $75K new construction grant. Staff finds they meet all of the criteria for <br />the new construction grant by having limited height and massing on the addition. Staff <br />finds the site is eligible for an extraordinary circumstances grant due to the existing <br />disrepair of the site and the high level of investment needed in the property. The HPC <br />recommended approval of this request with a 3-1 vote. <br />
