City Council <br />Meeting Minutes <br />April 20, 2021 <br />Page 7 of 14 <br />Staff recommends approval of all three resolutions. <br />Andy Johnson, DAJ Design, gave the applicant presentation. He reviewed the history of <br />the property and the proposed changes. The front portion of the existing building will be <br />preserved and there will be a new two-story addition with one covered parking space at <br />the rear. The upper level floor plan has a large patio facing Main Street but set back 25 <br />feet so as not to impact the historic section of the structure. The second story is recessed <br />further from the patio and is designed to have minimum impact on Main Street. <br />Jeremy DeBacker reviewed the construction considerations to preserve the front of the <br />building including site logistics, shoring adjacent buildings, and what they expect to find <br />beneath the building's exterior. Johnson reviewed the construction costs and the <br />preservation costs. <br />Public Comments <br />John Milanski, 450 Fillmore Court, asked if during this construction the City would <br />consider making some alley improvements, specifically ways to improve fire access. <br />Councilmember Brown asked what rules there are in the Historic Preservation Fund <br />(HPF) related to extraordinary circumstances. Ritchie stated commercial properties are <br />eligible for up to $275,000 in funding if they meet the criteria and get approvals. <br />Extraordinary circumstances are for problems that come up on a project that are unique <br />to that project that warrant additional expenditures from the fund. There is no maximum of <br />how much can be awarded under extraordinary circumstances. <br />Councilmember Dickinson noted there are matching funds required. Ritchie stated this <br />project is eligible for a $50,000 landmarking incentive and a $75,000 new construction <br />grant, but the remaining costs for renovation and rehabilitation do require a match. <br />Councilmember Dickinson asked if the applicant can assure the City they can save the <br />first 25 feet. Johnson stated the historic structure assessment looked at this in depth with <br />a detailed engineering report and analysis. He stated, with that information they feel very <br />confident they can save the false front fagade and they have a plan on how to use phased <br />work to save that entire 25 feet. <br />Public Comments — None. <br />Mayor Pro Tern Maloney stated he feels this is a legacy project and a good use of the <br />HPF. <br />MOTION: Mayor Pro Tern Maloney moved to approve Resolution No. 30; seconded by <br />Councilmember Fahey. <br />
