112 Cityof
Om Louisville
COLORADO • SINCE 1878
CITY COUNCIL COMMUNICATION
ADDENDUM
SUBJECT:
DATE:
PRESENTED BY:
ADDENDUM — UNDERPASS COST ESTIMATES &
PRIORITIZATION, FINANCIAL CONSIDERATIONS AND
POSSIBLE BALLOT LANGUAGE FOR POTENTIAL
TRANSPORTATION TAX
JUNE 17, 2021
HEATHER BALSER, CITY MANAGER
MEGAN DAVIS, DEPUTY CITY MANAGER
KEVIN WATSON, FINANCE DIRECTOR
KURT KOWAR, PUBLIC WORKS AND UTILITES DIRECTOR
KATHLEEN KELLY, CITY ATTORNEY
KIM CRAWFORD WITH BUTLER SNOW, CITY'S BOND
COUNSEL
JIM MANIRE WITH HILLTOP SECURITIES, CITY'S FINANCIAL
ADVISOR
SUMMARY:
Staff has compiled additional information to complete the Council Communication
previously posted for the June 17, 2021 City Council Special Meeting. Please find
attached cost data and exhibits for the 6 Underpasses being discussed tonight. Below is
some additional context for these materials, which will be discussed further this evening.
• The concepts provided in some cases are basic connections and in other cases
are signature and transformational. In either case, after reviewing and designing
for 8 weeks, the concepts are what the design team felt was the best approach to
put in an underpasses with a long term outlook.
• These are not final designs but they are likely the more expensive options for
most designs. In order to value engineer out cost, any design could revert to a
lesser vision or be tweaked to further reduce costs.
• These are not final designs and if the decision is made to move forward the City
will need to engage businesses and residents in the areas impacted. In some
cases, such as Main Street, businesses were involved in the design process for
the current concept.
• These are concepts with heavy contingencies and there is still a lot to do from
this point forward. They can be changed or tweaked as we move forward.
• At some locations such as South Street (Plaza Improvements) and Main Street
(Wider Sidewalk SBR to Griffith) auxiliary or adjacent improvements are provided
as a separate line item to represent a bigger picture improvement.
• The current construction climate is very dynamic and pricing is difficult to be
accurate with present costs in addition to the unknowns of costs 1-1/2 to 2 years
from now.
CITY COUNCIL COMMUNICATION
