Open Space Advisory Board <br />Minutes <br />July 14, 2021 <br />Page 2 of 5 <br />local landowners to hear their concerns. Staff is continuing to research grants to <br />help offset the cost. David asked Nathan whether OSAB needed to weigh in with <br />an opinion about the new cost. Nathan thought not since the City Council <br />continues to be in support, but he said the board could if it wants to. <br />C. Nathan announced the annual Colorado Open Space Alliance Conference <br />would be in October in Vail. If any board members want to attend the <br />conference, they are encouraged to talk to staff. <br />D. David asked for an update on the Coal Creek Trail repairs. Nathan <br />reported that the Coal Creek Trail got washed out on July 1 after being repaired <br />once already this summer. The damage isn't too extensive, but it and several <br />other places on the City Trail network have water damage. <br />E. David asked for any update about the Redtail Ridge development. Nathan <br />said that on Tuesday, July 27, there will be a 2-hour presentation to City Council <br />and a chance for public comment. Any Council decisions would be deferred until <br />after that. Jessamine asked if there had been any significant changes to the <br />plans since it was last presented to the board. Nathan said there had not been <br />any changes with regard to open space. David and Annaliese asked about <br />OSAB's role in the meeting on the 27t". Nathan clarified that OSAB members <br />can listen in but could not comment at that meeting. <br />F. Jessamine thanked Open Space staff for its work on memorial benches. <br />Nathan clarified that there would be a lottery for the remaining two benches at <br />Hecla. <br />7. Board Updates <br />A. General Board Updates: Jessamine and Charles will both miss the August <br />OSAB meeting, so David has agreed to be the acting chair for that meeting. <br />David reported that on June 17, there was a City Council Special Session about <br />underpasses. David said he liked the OSAB memo about underpasses from the <br />June meeting, and he verified that the memo made it into the Council packet. <br />But he observed that the memo was never mentioned during the Council's <br />discussion, which disappointed him. Jessamine felt that this observation <br />warrants a follow-up discussion about the OSAB/council working relationship. <br />B. Wayfinding Tiger Team Update —Laura reported that the tiger team met <br />with Nathan and Ember to discuss the received RFP proposals. A contractor has <br />been selected with input from the tiger team. The contract for the work will be <br />written up early next week. <br />C. Trails Tiger Team Update —David reported that he and Charles met last <br />week. They determined that the terminology the city uses to refer to the "third <br />type of trails" is an important issue. David suggested that "dirt trails" could be <br />used as a neutral, placeholder name for what is being proposed. He indicated <br />that the identification of social trails to formalize into city trails should start small <br />with one or two selections and should always be paired with the closure of other <br />social trails at the same time. He also wants to be mindful of the burden upon <br />staff's time with this project. David asked Nathan if there was a way to <br />formalize/designate trails onto city trail maps without any dedication to their <br />maintenance.
