Open Space Advisory Board <br />Minutes <br />August 11, 2021 <br />Page 2 of 4 <br />for the project. Grant announcements will be made in early 2022. The goal is to have <br />the trail completed by the end of 2022. Helen asked about the size of the funding gap. <br />Nathan estimated that it was about 1-1.1 million dollars, but cautioned that this was an <br />estimate. <br />D. City Council is undergoing public meetings about the Redtail Ridge <br />development proposal. There have been two meetings so far, and Nathan said that he <br />expects there will be at least one more public meeting before any decisions are made. <br />E. Nathan followed up on OSAB's request that staff look into the best ways <br />to communicate its opinions to Council (see the July's meeting minutes for detail). <br />Nathan thought the best two methods for board advocacy were formal memos to Council <br />and also partnering with other boards. Nathan used the example of the Sustainability <br />Board's Dark Skies Initiative as a potential collaboration with OSAB. Nathan also <br />suggested board members communicate with their own Council members directly. <br />Nathan asked Council Member Deb Fahey for her comments. Deb said formal memos <br />to Council are very important and also stressed that individual's opinions are also <br />welcome. She asked the board to say "as much and as frequently as possible." She <br />emphasized the power of this tandem approach of formal memos and personal <br />connections. <br />David commented that it is helpful for board members to keep up to date with the doings <br />of Council and their agendas, so the board can be proactive with feedback to Council. <br />Nathan thought staff might be able to help with that idea by sending OSAB the advanced <br />City Council agendas. The board thought that was a good idea. Deb added that by all <br />agenda items for Council must be submitted by 4:00 on Friday for the following <br />Tuesday's meeting. <br />7. Board Updates <br />A. General Board Updates: Peter expressed interest in the COSA <br />conference in Vail next month. Nathan said to contact Ember and suggested the <br />conference is well worthwhile. <br />B. Wayfinding Tiger Team Update —Helen and Laura spent half a day <br />walking the Powerline Trail and took notes about sign scoping for a possible initial <br />wayfinding phasing. They are going to meet with Ember to discuss how to formalize <br />their notes. <br />C. Trails Tiger Team Update —David said that the Trails Team did not meet <br />this past month, but that the decision has been made that Nathan will be the Tiger <br />Team's point of staff contact. He has been thinking about the process of pairing opening <br />of "dirt trails" with the closing and remediation of inappropriate social trails. He has <br />asked Nathan to look into the estimated costs and maintenance of closing social trails. <br />Nathan said staff is trying to learn from the challenges of the current, on -going Aquarius <br />social trail closures before identifying and closing future trails. <br />8. Action Item: Open Space Zoning. Presented by Nathan Mosley, Director of Parks, <br />Recreation, and Open Space <br />(See page 12-22 of the August 11, 2021 OSAB Meeting packet) <br />Nathan asked for review, feedback and approval, for staff's suggested zoning <br />boundaries for Dutch Creek, Walnut, and Warembourg/Daughenbaugh, as shown on <br />maps in the packet. The City Charter states that properties should be put into municipal <br />code for Open Space, but that the specific "open space" zoning class didn't exist until <br />2011.
