Historic Preservation Commission <br />Meeting Minutes <br />18 October 2021 <br />Page 6 of 8 <br />zones within a property for the size of the home and he recommended taking Denver's model <br />and doing the mirror image of it with smaller in the front and larger in the back. <br />Haley asked Mr. Johnson about incorporating perception into code. <br />Johnson replied that it was something that could be solved through zoning, citing Denver as an <br />example. Rather than looking at a property as a big rectangle, look at preserving the feeling of <br />Louisville without assigning an arbitrary number. <br />The consultants added that size, articulation, and massing were all solutions, which was the <br />goal of the next phase. For the time being, they were trying to identify the problems. It seemed <br />that size was a problem in that there were structures that were too big. They would bring <br />forward options for solutions in the next phase. <br />PUBLIC HEARING <br />932 Main Street <br />Bauer presented the landmark criteria, which staff found supported a finding of probable cause. <br />She presented the demolition review criteria, for which staff recommended a 120-day stay. <br />Andy Johnson, DAJ Design at 922A Main Street, stated that much of the building around the <br />house was added. He described the history of the additions as seen from the crawlspace, which <br />also showed that the front part of the building was the oldest part. He showed the relative likely <br />ages of the various parts of the structure and summarized that the home had had many lives, <br />but he questioned whether it was a worthwhile preservation project and what timeframe would <br />be selected to preserve out of the many options and changes through the years. <br />Dunlap asked if the HSA could be done in 90 days. <br />Johnson replied that yes that would be a gracious timeframe for an assessment. <br />Burg shared that in the subcommittee, the request had been simply for demolition. This item <br />attached assessment, but she asked if what the owners wanted was to demolish the property. <br />Johnson confirmed and stated that they had been talking to him since May. He noted that the <br />current structure would not support a second story and the foundation would not support any <br />other changes. He added that it was stretching it to say this had historic integrity and it did not <br />have a lot of historic documentation or a lot of information, and much of the building seems to <br />have been removed. <br />Commissioners Haley and Burg agreed that there had been a lot of work done and there was <br />not a lot of integrity. Burg added that the downtown location was why the subcommittee had <br />pushed it to full commission. <br />Keller stated that he was not hard-pressed to save it and asked if it was worth it to do an <br />assessment if it was going to be demolished. <br />Dunlap asked if the idea was to approve the demolition and not approve the Assessment and <br />the stay and Chair Haley confirmed that is what she meant. <br />6 <br />
