Planning Commission <br />Meeting Minutes <br />October 8, 2020 <br />Page 7 of 10 <br />Martinsons replied that he did not mind turning off the music earlier than 9 PM if it <br />became an issue, though he noted that he did not think that it would be an issue. He <br />requested that the adjacent property manager design the fence and manage the <br />permitting and he would pay for it. <br />Howe noted that part of the proposal said that amplified music was limited from 11 AM <br />to 9 PM. <br />Topel replied that he preferred more flexibility but he stated that they wanted it to be a <br />family -friendly place. <br />Martinsons added that there was some flexibility in bringing people inside. He was <br />amenable to doing whatever needed to be done whatever problems arise, including <br />shutting down the patio earlier or using outdoor weather curtains. He added that he had <br />even talked about providing blackout curtains to the adjacent neighbors. <br />Topel stated that the intent was to be a boon to the adjacent residential area. <br />Brauneis asked about sound ordinances downtown. <br />Ritchie responded that downtown had uniform sound regulations but this instance could <br />be judged on its own. <br />Brauneis asked for public comment. Seeing none, he asked for additional questions and <br />closing statements. <br />Ritchie summarized that staff was recommending approval of the application with the <br />condition and was comfortable on the hours of operation. She restated her hope to hear <br />from the public about the hours. <br />Williams asked if the residential apartments had been notified. <br />Ritchie replied that the property owner had been notified by the City and that the <br />apartment manager had communicated to the apartment residents and had invited the <br />residents to the neighborhood meeting that the applicant held. <br />Martinsons added that the apartment manager hand -delivered notices to the apartment <br />residents. <br />Williams asked if any residents attended the neighborhood meeting. <br />Martinsons replied that he did not know and shared that there were about 20 people in <br />attendance. <br />Williams asked about fee payment for the property. <br />Martinsons replied that they paid expenses and fees under the easement agreement. <br />
