City Council <br />Meeting Minutes <br />August 31, 2021 <br />Page 6 of 14 <br />7) The applicant will be required to raise its commitment for rooftop or ground <br />mounted solar generated electricity from the originally proposed 2 MW of power to <br />a minimum of 3MW and that solar power be installed in proportion to the square <br />footage of the overall project buildout. <br />8) The applicant shall make all parking lots and structured parking EV-ready and <br />provide Level 2 charging stations for 3% of all parking spaces. The applicant shall <br />also provide Level 3 Fast Charging stations in sufficient quantities necessary to <br />meet occupant demand. <br />9) The applicant shall be permitted to increase its approved building space in each <br />parcel by up to 10% as a "density bonus" if requested by the applicant and if the <br />City determines that the proposed development in the respective parcel qualifies <br />as fully "Net Zero" facilities without the use of purchased renewable energy credits <br />(RECs) and if the additional density does not present other materially <br />consequential impacts that cannot be accommodated and/or mitigated in the <br />development plan. <br />Seconded by Mayor Pro Tern Maloney. <br />Mayor Stolzmann stated Council will need to discuss each of the conditions and she <br />noted others may want to introduce conditions of their own as well during the discussion. <br />She asked Councilmember Lipton to speak to the motion. <br />Councilmember Lipton stated he is looking for a balance of how much development <br />potential could be allowed and also meet our open space needs while trying to have an <br />environmentally sustainable development. This would also provide incentives to the <br />developer to be able to accomplish this in an economically feasible manner. He stated he <br />supports heating and cooling the buildings without natural gas and adding additional solar <br />ready capacity. He feels this meets the goals and needs of the community. <br />Mayor Stolzmann recommend that whatever is decided tonight would then go back to <br />staff so the conditions can be put in the ordinance and Council can review that and vote <br />at a later meeting. This way everyone will know exactly what is in the ordinance and have <br />time to review it before a vote. It would not be to extend the public hearing, but just to <br />make sure the conditions are as Council wants them in the ordinance. <br />Mayor Stolzmann asked for discussion on the conditions point by point to see which ones <br />have consensus. <br />Councilmember Leh asked for some clarity from the City Attorney on her earlier <br />comments to make sure everyone understood how public comments are evaluated in the <br />land use process. <br />City Attorney Kelly stated the Council takes public comments on these applications to <br />assist in applying the criteria in the municipal code. She noted the public comments that <br />relate to the criteria can and should be taken into consideration, however the comments <br />
