City Council <br />Meeting Minutes <br />August 31, 2021 <br />Page 5 of 14 <br />Maxine Most, 640 West Linden Street, stated this application is not consistent with the <br />Comp Plan or the values of this community. She stated the applicant does not have the <br />needs of the community in mind and in only out to maximize profit. She urged a no vote. <br />MOTION: Councilmember Brown moved to approve the ordinance but noted that <br />depending on the discussion he may or may not vote for it; the motion died for lack of a <br />second. <br />Councilmember Lipton stated this application has been going on for more than a year. He <br />stated there is unlikely any plan that will satisfy everyone's interests and opinions. We <br />need to find compromise and common ground that balances a number of key interests. <br />Those interests include ensuring environmentally sustainable land and buildings; <br />providing strong stewardship to our open space program and our ecological interests; <br />supporting the City's economic vitality and financial sustainability; being lawful in the <br />application of our municipal code; respecting private property rights; trying to agree on a <br />plan that has a reasonably high probability of financial success; and providing additional <br />incentives to the developer to exceed the minimum GDP requirements to encourage <br />additional open space dedications and to help achieve a zero carbon development. <br />He stated his had created a motion with 9 approval conditions for Council to discuss and <br />see if the group can find common ground. <br />MOTION: Councilmember Lipton moved the Council approve Ordinance 1811, Series <br />2021, approving the ConocoPhillips Campus GDP, 1 st Amendment, Redtail Ridge Master <br />Plan, and that prior to final execution and recordation of the GDP, the following conditions <br />be included in the GDP: <br />1) The GDP be revised to allow a maximum of 3.0 million gross square feet of <br />building development subject to the other conditions below. <br />2) The permitted uses on the site excludes gasoline service stations. <br />3) The applicant shall revise the Sustainability Commitment Plan to not that all <br />commercial development above 10,000 square feet shall meet the LEED Silver <br />rating. <br />4) The public land dedication shall be increased to 83.7 acres of land with the <br />recently added 20.3 acres of publicly dedicated Open Space be located around the <br />pond in Parcel C and contiguous to currently identified Open Space in Parcel A. <br />5) The applicant shall be provided an additional (43,560 X FAR of .27) 11,761 square <br />feet of building space development for every additional acre of Open Space <br />dedicated to the City above the required 83.7 acres in locations and amounts <br />approved by the City up to a total Public Open Space dedication of 100 acres. <br />6) All buildings shall be heated, cooled and provided hot water by electric power and <br />that the use of natural gas will be limited to providing back up emergency electrical <br />generation power and only for the process uses where the best available <br />technology cannot rely on electrical power or if electrical power is deemed <br />impractical or infeasible. <br />
