City Council
Meeting Minutes
January 18, 2022
Staff has found that over the years there have been some different applications of the
zoning code causing confusion now. Staff will present the Council some options to
address this at their February 15t" meeting.
Public Comments
Dan Bramlage 966 Arapahoe Circle, stated the right -of -entry form is complicated and
states homeowners take liability. She asked for help with getting that language updated.
Larry Donner, 1020 Willow Place, asked Council to consider exempting the fire victims
from the 2021 IECC fire codes so people can afford to rebuild in Louisville.
Nancy Davoust, 1003 Turnberry & 919 St Andrews Lane, also asked for the Council to
give fire rebuilds exemptions from the Net Zero requirements.
Russ Moore, 1013 Arapahoe Circle, stated fire victims are facing unprecedented building
costs and uncertainty around the extra costs of the new building codes. He stated no one
knows exactly what those additional costs are and it is impossible to plan without that
information. He asked Council to allow those rebuilding from the fire be allowed to rebuild
to the building code from before November of 2021. Those homes would still be
significantly more energy efficient that the homes that burned.
RJ Harrington, 457 East Raintree Court, asked that the City get firm numbers of what the
costs are to build to the new code so people have clear information on what it might cost.
Kindra Stockebrand, 824 Trail Ridge, asked for more information on the schedule for
debris removal; more information on how the debris removal will affect landscaping
materials; and more information on how permits will be prioritized if you opt out of the
group debris removal.
Kate McCoy, stated she is concerned about price gauging for rental properties.
Paul Stockebrand, 824 Trail Ridge, stated he thought they had good insurance coverage
but the additional costs of Net Zero increases costs and penalizes those who lost their
homes to the fire. He asked Council to exempt fire rebuilds from the new code
requirements.
ORDINANCE NO. 1823, SERIES 2022 — AN EMERGENCY ORDINANCE
TEMPORARILY SUSPENDING CERTAIN PROVISIONS OF THE LOUISVILLE
MUNICIPAL CODE REGARDING UTILITY CHARGES AND AUTHORIZING THE
FINANCE DIRECTOR TO WRITE-OFF UTILITY BILL BALANCES FOR STRUCTURES
DAMAGES OR DESTROYED BY THE MARSHALL FIRE — 1ST AND FINAL READING —
PUBLIC HEARING — Adoption as an Emergency Ordinance
