City Council <br />Meeting Minutes <br />January 18, 2022 <br />Page 7 of 8 <br />Mayor Stolzmann introduced the item by title and called for disclosures; seeing none she <br />opened the public hearing. She noted all of Council is affected by this legislation. <br />Councilmember Fahey noted she is one of the residents who lost a home in the fire and <br />will be impacted if this is approved. She stated it will not affect her ability to make a fair <br />decision on this item. <br />City Attorney Kelly stated one of the impacts of the fire has been on the City's water <br />system. The proposed ordinance would give the Finance Department and Public Works <br />Department the time to determine and identify which properties have been destroyed or <br />are not habitable. It would suspend billing for 30 days for all utility accounts so no one is <br />put in arrears on their bill for a home that may have been destroyed. These bills include <br />water, wastewater, trash and recycling fees. <br />The ordinance also authorizes the City's Finance Director to enact rules and regulations <br />for this process and also to address any other administrative procedures necessary to <br />effectuate the temporary suspensions and write-offs authorized by the ordinance. <br />Mayor Stolzmann stated there are many details to be worked out and this ordinance <br />allows staff the time to do this. <br />Councilmember Brown asked if the ordinance will forgive the balance due for destroyed <br />homes and those homes will no longer receive bills. Director Watson stated that is <br />correct. <br />Public Comments <br />RJ Harrington, 457 Raintree Court, stated his support for the ordinance. <br />Kate McCoy, asked how Xcel bills will be handled. <br />MOTION: Councilmember Brown moved to approve Ordinance No. 1823; seconded by <br />Mayor Pro Tern Maloney. <br />Public Comments — None. <br />Mayor Stolzmann closed the public hearing. <br />Mayor Pro Tern Maloney state he supports the ordinance as it is the right thing to do. <br />Councilmember Leh and Councilmember Fahey agreed. <br />VOTE: Motion passed with a unanimous roll call vote. <br />CITY ATTORNEY'S REPORT <br />None. <br />
