Exhibit A — Scope of Services <br />Background <br />The City of Louisville wishes to engage residents and property owners who were impacted by the <br />Marshall Fire to gain an understanding of specific needs that exist and to identify a range of possible <br />strategies that could be pursued to aid with recovery. In addition, Louisville wishes to explore and help <br />implement strategies within their purview to help facilitate efficient and cost-effective redevelopment <br />of the affected areas, while also seeking opportunities to "build back better" and advance other <br />community objectives. <br />vivoNIUD Fn <br />The City requested and received an emergency planning grant allocation for a neighborhood planning <br />effort described below. Additional grant requests are expected as a result of the scope of work outlined <br />below. <br />INITIAL OUTREACH/INFORMATION GATHERING <br />OBJECTIVES: <br />• Gain a better understanding of current property owner and resident situations in each <br />community/neighborhood in the wake of the Marshall Fire. <br />• Identify possible strategies and partners to help assist the community with near- and long-term <br />recovery. <br />Facilitate community conversations based on survey responses to communicate survey results, <br />provide access to support, and connect participants to available assistance. <br />1.1 ONLINE SURVEY: COMMUNITY/NEIGHBORHOOD SCAN <br />As a first step, an anonymous online survey will be prepared for distribution to all impacted property <br />owners and residents (renters and owners) in Louisville. Input will be structured at the neighborhood - <br />level to help inform ongoing discussions in each community. Depending on grant timing, it is likely this <br />will occur in advance of the grant award and contract. While specific questions will be determined by <br />staff, at minimum, questions are anticipated to fall within the following categories: <br />• Demographics (basics, but also number of individuals impacted) <br />• Property location (community/neighborhood) <br />• Property condition <br />• Insurance status <br />• Temporary housing status <br />• Intent to rebuild/anticipated timing <br />• Potential interest in block/neighborhood-level collaboration to select a single or other limited <br />number of homebuilders or to agree upon a number of pre -approved residential plans to maximize <br />efficiencies and cost saving. <br />• Potential interest in exploring alternative reconstruction options —such as alternative lot sizes <br />(where applicable) or ADUs <br />• Level of support for the adoption of stronger building codes to improve resilience (e.g., fire <br />resistant building materials) <br />The survey will be advertised by Louisville in a variety of ways to encourage broad participation and will <br />be available for up to two weeks. Critical outcomes for this initial task will be to identify the areas of <br />greatest need (both in terms of geographies and types of issues), areas where general consensus seems <br />to exist at a community or neighborhood level about possible recovery strategies, and areas where <br />M <br />12 <br />
