more targeted support will be needed to address individual or neighborhood -specific considerations.
Responses will be summarized at a community/neighborhood level and will be used to help facilitate
ongoing discussions regarding possible next steps.
1.2 IDENTIFY AND EVALUATE POSSIBLE STRATEGIES
Work to identify possible strategies and partners to assist with recovery, and connect residents and
property owners to available assistance, is already underway and will continue while the online survey is
circulating. This task would involve the identification and evaluation of possible strategies that Louisville
could pursue to help assist the community in areas of documented need. Building from the results of the
survey, each strategy will be evaluated to determine:
• Where each strategy could be potentially applied —from a geographic perspective, issue
perspective, or both
• Who would lead/support the implementation of the strategy
• Possible funding sources/partners
• Possible economies of scale
• Possible tradeoffs
• Outstanding questions for consideration
Types of community or individual assistance that is being provided —or will be provided —through FEMA
and other agencies as a result of the major disaster declaration (e.g., coordination of debris removal)
will also be documented for reference. A matrix of possible strategies and evaluation criteria will be
assembled to help inform community conversations as part of Task 1.3.
1.3 COMMUNITY CONVERSATIONS: ROAD TO RECOVERY
A series of facilitated community conversations will be hosted to offer residents and property owners
the opportunity to:
• Hear the results of the online survey
• Hear "lessons learned" from individuals and communities in Colorado that have experienced
and recovered from major natural disasters
• Learn about and engage with home builders to understand barriers and challenges associated
with reconstruction in neighborhoods affected by the Marshall Fire.
• Learn about and weigh in on possible strategies for individual communities/neighborhoods.
To keep meeting sizes manageable, affected properties in each community will be grouped into one of
three groups based on similarities in underlying zoning, neighborhood, numbers of impacted properties,
proximity, or other characteristics. Two to three meetings will be held with each group, as necessary to
identify a list of strategies to pursue for each geography that are supported by a majority of residents
and property owners. At the conclusion of Task 1.3, a report will be produced to document the process
and input received. A particular focus will be placed on outlining recommendations for each geography.
1.4 ELECTED OFFICIAL UPDATES
An update to elected officials in Louisville will be provided at a regular meeting at the conclusion of Task
1.3. This purpose of this update will be to provide a summary of input received through the online
survey and community conversations, an overview of recommendations for each geography, and an
opportunity for questions and discussion.
10
13
