LL Cityof CITY COUNCIL COMMUNICATION <br />Louisville AGENDA ITEM 3 <br />COLORADO • SINCE 1878 <br />SUBJECT: RESOLUTION NO. 19, SERIES 2022 — A RESOLUTION <br />APPROVING AN INTERGOVERNMENTAL AGREEMENT FOR <br />THE PROVISION OF ASSISTANCE FOR DEBRIS REMOVAL <br />RESULTING FROM THE COLORADO WILDFIRES AND <br />STRAIGHT-LINE WINDS DISASTER (DR-4653-CO) <br />DATE: MARCH 21, 2022 <br />PRESENTED BY: JEFFREY L. DURBIN, CITY MANAGER <br />6*11►y, IJi 1_1 Zvi <br />As you know, we have been working diligently towards implementation of a <br />comprehensive debris removal program for residential properties damaged and <br />destroyed by the Marshall Fire. This program is called a Private Property Debris <br />Removal Program (PPDR). <br />We are seeking City Council consideration of an intergovernmental agreement (IGA) <br />between the City of Louisville, Town of Superior and Boulder County in regards to <br />implementation of the program and contract management. <br />The contract for PPDR will be between Boulder County and the contractor. <br />The IGA includes a "not to exceed" expenditure for the City of Louisville. That number <br />was developed based upon the following details: <br />o The per parcel average estimated base cost is $42,947. This average <br />estimated base cost includes the following costs: <br />• Per parcel debris/ash/vegetative and incidental soil removal and <br />disposal <br />Per parcel foundation removal and disposal (note that the disposal <br />cost for concrete will vary between parcels based on amount and <br />type of concrete (clean, containing metal, or containing asbestos) <br />Per parcel metal removal and disposal (this also varies slightly, but <br />are small numbers) <br />o The variable costs per parcel are on top of that average estimated base <br />cost. Costs are variable either because an item (like a hazard tree) may or <br />may not exist on a parcel or because the disposal fees vary based on <br />amount and type of material. Variable costs include: <br />• Hazard tree removal <br />Per parcel re -scrape cost <br />Disposal of concrete if the concrete contains metal like rebar <br />CITY COUNCIL COMMUNICATION <br />
