This is the same argument about adverting
emergency care. The reason his sign was covered
was not a question of certification but that
it said emergency care. Did not want to mis-
lead patients, although they handle emergencies
when they do occur, this is not what they
solicit. The sign has been uncovered and
reads Minor Emergency Care. Speaking to
Community Hospital hours he stated they keep
repeating 24 hour care, but their application
is 7:00 A.M. to 11:00 P.M. coverage, half
the time covered by a nurse practioner, not
a physician. The application also showed that
the operation would be for a 16 hour period
for 3 years. The Louisville Medical Center
has been open from 8:00 A.M. - 8:00 P.M.,
seven days a week since they opened and this
covers the great majority of the need. They
had contacted Community Hospital over a year
ago at which time they toured their facility
yet they did not mention this in their appli-
cation for need. Dr. Axelrod stated that he
was not duplicating services at an inflated cost.
Boulder Community Hospital proposed to build
a $450,000 facility with 2 beds. Louisville
Medical Center has 6. Dr. Axelrod felt that
Community Hospital was denied based on the
merits of their application, not on the need.
Dr. Axelrod felt that the Louisville Medical
center was filling this need - 50% of the pop-
ulation had used their facilities~ 88% said
that the cost was resonable, and 92% said they
would use Louisville Medical Center again.
The response they had~used emergency facility
in the prior year 49% used Louisville Medical
Center, only 35% used Boulder Community Hospi-
tal, 11% St. Anthonty's, 5% Boulder Memorial,
5% Valley View. Stated if the council feels
