9/20/83

Page - 6 -

Louisville Medical Center should do things
differenty, they would happy to comply.
Dr. Axelrod thanked council for letting him
speak this evening.

Councilman Cussen

Commented it was not the intent of council-
members to become embroiled with Dr. Axelrod
or Boulder Community Hospital, but only to be
certain that the needs of the Louisville resi-
dents are being taken care of and are looking
forward to having 24 hour service. Requested
that Dr. Axelrod summarize the reason the
Louisville Fire District would not transport
patients to his facility.
Axelrod replied that the policy of the
Louisville Fire Dept. is that they will only
bring patients to a 24 hour facility, manned
by a physician at all times; also that it
needs inpatient capabilities. According to
State regulations you must have 2-way communi-
cations with the ambulances; if something
should go wrong with the patient enroute they
need to talk with the physician to whom the
patient is being delivered. A lot of patients
are transported out of their facility and they
have called the Flight For Life. They are
capable of handling these patients; but it
was his personal feeling that unless he was
prepared to be there 24 hours and longer then
he would not be capable of handling such calls.
Advised that because of the amount of personnel
required to handle, i.e. 3 emergencies at
the same time is the reason hospital emer-
gencies cost 3 times what his type of facility
costs.
Councilman Cussen inquired what was a minor
versus a major care facility.
Dr. Axelrod advised the word minor detracts
from the connotation of strictly being an
emergency facility. According to the State
they are an ambulatory emergency care center;
but they do not wish to mislead people that
they are there 24 hours. Their facility is
to offer an alternative by being open 84 hours
a week; therefore offering service after
physician's hours, weekends and nights. Most
of these patients are ambulatory care at 1/3rd
the cost which is $20.00 per average visit.
Boulder Community Hospital's care is $57.00
compared to their $28.00. Part of the reason
they can keep their costs low is by maximizing
hours and assessing the demand. Did not feel
there was a demand for a 24 hour facility.

Minor Facility

Costs
