Agreed with Councilman <br />Ferrera very much - the charter needs to be <br />clearly defined and felt that it could be. <br />Did have one concern - even if the Task Force <br />were formed this evening, the final report, <br />it was his understanding, would not come until <br />February or March, 1983. Therefor that would <br />the leave the question in 1983 wide open. Last <br />week he expressed some concerns at the Plan- <br />ning Commission. He wanted to make certain that <br />he did not approach this council as a citizen <br />who is opposed to the growth of Louisville. <br />He liked and supported the Saratoga second <br />filing, which is within 300' of his property. <br />Was probably the one subdivision that had <br />impacted him the most. Felt that every City <br />has to have a vigorous growth policy. However <br />he had seen some general basic information last <br />week, and that the City did have a plan for phas- <br />ing on building permits. While that answer <br />from a member of the City Staff was techni- <br />cally correct, it was far from complete. He <br />did not realize until later that the number <br />of building permits has been increased 3 times <br />this year. In fact there are effectively 4 <br />building plans in eight months. So obviously <br />there is notaneffectiwe_phasinq plan when the <br />number of building permits can be increased <br />so frequently within a relatively short period <br />of time. It appeared to him, pending the for- <br />mation of the task force and the task <br />force's final report, it would be appropriate <br />to table also new subdivisions, and new <br />annexations which go above the 406 building <br />permits already issued this year. Felt that <br />406 was a very healthy number to have issued <br />in one year. It is, in fact, nearly 140% of <br />what Mr. Wurl has stated would be the number <br />issued in 1985 and thereafter. Reiterated <br />that it would be appropriate for this Council, <br />if it is interested in receiving the carefully <br />considered report of the Planning Commission, <br />to suspend those new subdivisions, annexations, <br />and rezonings that come after this evening. <br />Obviously builders, developers, and other in- <br />terested parties are concerned could come back <br />to the City the day after the final report <br />according to the stipulations of the final <br />report.
