APPROVAL ~MRSHALL LANDFILL AGREEMENT Councilman Leary ELECTION WARD REDISTRICTING - MAP APPROVAL Mayor Meier 3/1/83 Page -16- to the City to have an exclusive entrance to the water plant so they will be able to control the access. Mr. Shonkwiler depicted on the map the location of the original access owned by the City. He proposes to build a home on a lot and wished to orient the home to house a garage on the northwest corner which buffer the home from the water facility. Therefore, was requesting a deed of access to cross city property for entrance into the garage and also to park on the street built by the City. Councilman Cussen moved, Councilman Leary seconded that the access and parking ease- ment request be approved. Question called for. All in favor. Motion carried unanimously. Administrator w~rl advised he had received a copy of the rough draft of the agreement between BFI, Boulder County, our City, and FRICO. He felt that the County was hoping they could get approval of that from Council. It arrived late and he felt that there were a number of items that need discussion and review before his request for council's for- mal approval. Would be happy to provide council with copies, if they so desired. Stated that he had obtained a copy of the agreement from Boulder County. One of the things he felt council should carefully re- view is the agreement with private businesses, as a lot of them are being questioned presently. He wanted to be assured that there were no loopholes and be one that EPA approved the contract so that the owner, operator, or responsible persorLis'.still liable in any rnarmer. Administrator Wurl stated he shared the same concerns - was the reason for his request. Councilmembers had been provided with 3 alternative maps for their consideration. Expressed his appreciation to Asst. Planner Hinkleman for his work on the maps and the population projections for future years; a job well done.
