<br />APPROVAL <br /> <br />~MRSHALL LANDFILL AGREEMENT <br /> <br />Councilman Leary <br /> <br />ELECTION WARD REDISTRICTING - <br />MAP APPROVAL <br />Mayor Meier <br /> <br />3/1/83 <br /> <br />Page -16- <br /> <br />to the City to have an exclusive entrance <br />to the water plant so they will be able to <br />control the access. Mr. Shonkwiler depicted <br />on the map the location of the original access <br />owned by the City. He proposes to build a <br />home on a lot and wished to orient the home <br />to house a garage on the northwest corner <br />which buffer the home from the water facility. <br />Therefore, was requesting a deed of access <br />to cross city property for entrance into the <br />garage and also to park on the street built <br />by the City. <br /> <br />Councilman Cussen moved, Councilman Leary <br />seconded that the access and parking ease- <br />ment request be approved. Question called <br />for. All in favor. Motion carried unanimously. <br /> <br />Administrator w~rl advised he had received <br />a copy of the rough draft of the agreement <br />between BFI, Boulder County, our City, and <br />FRICO. He felt that the County was hoping <br />they could get approval of that from Council. <br />It arrived late and he felt that there were <br />a number of items that need discussion and <br />review before his request for council's for- <br />mal approval. Would be happy to provide <br />council with copies, if they so desired. <br /> <br />Stated that he had obtained a copy of the <br />agreement from Boulder County. One of the <br />things he felt council should carefully re- <br />view is the agreement with private businesses, <br />as a lot of them are being questioned presently. <br />He wanted to be assured that there were no <br />loopholes and be one that EPA approved the <br />contract so that the owner, operator, or <br />responsible persorLis'.still liable in any rnarmer. <br />Administrator Wurl stated he shared the <br />same concerns - was the reason for his request. <br /> <br />Councilmembers had been provided with 3 <br />alternative maps for their consideration. <br />Expressed his appreciation to Asst. Planner <br />Hinkleman for his work on the maps and the <br />population projections for future years; a <br />job well done. <br />
