Will keep us up-to-date on this <br />critical area. <br />Another important issue he felt was im- <br />portant was the State's tax cuts which would <br />impact municipalities. One exception <br />was the Highway Users Tax fund where exemptions <br />were given to County and Municipal governments, <br />from the budget cuts. If Council wished to <br />have information about other budget cuts he <br />asked to please let him know. Looked for- <br />ward to working with us during the next <br />several months. <br /> <br />Councilman Cussen <br />Lottery Funds <br /> <br />Councilman Leary <br />S.B. 174 - Initiative and <br />Referendum Procedures <br /> <br />Commented they had discussed briefly about <br />the rumors in relation to the budget deficit <br />for the state, the possibility of funds <br />being used from the lottery. He inquired - <br />was the portion designated for parks and <br />recreation and open space acquisition being <br />considered to fund capital improvements or <br />other projects? <br />Representative Hume felt that presently the <br />lottery money for parks and open space was <br />in tact; although conditions are changing <br />rapidly. The Legislature cannot sustain <br />a deficit constitutionally and this is the <br />crux of the problem. Stated possibly during <br />the fourth quarter any funds, such as the <br />lottery would be vu1ernab1e to change and <br />arise as a topic of discussion. Advised <br />that he would oppose such a change; however <br />if sentiment builds towards using these funds <br />for other purposes it would be difficult to <br />stop that kind of movement. Would keep us <br />up-to-date on this situation. <br /> <br />Commented this Senate Bill was obnoxious to <br />him because it made initiative and referen- <br />dum more difficult by raising the signature <br />requirements. Essentially he viewed this <br />as an attempt to move power from the people <br />to government.and it is an affront on democ- <br />racy; felt that the right of initiative and <br />referendum is possibly the most basic right <br />that people have reserved for them. Was <br />interested to know what Representative Hume's <br />position was on this. <br />
