<br />LAFAYETTE WATER CASE <br />APPOINT SPECIAL COUNSEL <br /> <br />Councilman Leary <br /> <br />AUTHORIZATION <br /> <br />ELECTION WARD REDISTRICTING <br />MAP APPROVAL <br />Councilwoman Morris <br /> <br />2/15/83 <br /> <br />PAGE -4- <br /> <br />Administrator Wurl stated that at the Water <br />Study Session Mr. Williamson reviewed for <br />council the basis for recommending that Mr. <br />Robbins with the firm of Hill and Robbins <br />be hired to represent the City in this par- <br />ticular case. Request was for Council's <br />authorization to hire him. <br /> <br />Inquired what the hourly rate or retainer <br />fees would be to hire Mr. Robbins. <br />Wurl advised the same as those of Mr. William- <br />son. <br /> <br />Councilman Fauson moved, Councilman Ferrera <br />seconded that David Robbins with the firm <br />of Hill and Robbins be hired as special <br />counsel in the Lafayette Water Case. Question <br />called for. All in favor. Motion carried <br />unanimously. <br /> <br />Councilmembers had a copy of the proposed <br />map. <br />Had several comments she wished to make. <br />Totally agreed that Hillsborough West should <br />be moved from Ward III. Obviously it would <br />effect her politically but felt because of <br />the structure of the Ward map, that was the <br />best move the City could make. Stated she <br />had reviewed the criteria presented by <br />Councilmen Leary and Fauson and wished to <br />add others. after discussing them with members <br />of the staff and residents. <br />Regarding the straightening of the lines - <br />felt that the proposed map as presented was <br />the easiest route. However, it concerned her <br />particularly the lines between Wards I and II <br />as it was not the least bit straight. Felt <br />with regard to Ward II the population figures <br />could be slightly larger as less growth is <br />expected in that Ward. Felt that other al- <br />ternatives should be presented to council <br />that would meet the qualifications suggested <br />by members of council. <br />Minimizing the changes - not switching resi- <br />dents to a different Ward - her theory would <br />be if there was a serious projection, within <br />the next 4 years a particular area would <br />necessitate a Ward change, could see no reason <br />not to do that at one time. <br />Saw stability as a major priority, did not <br />wish to see the Trailer Court, Hillsborough <br />West or any other specific development going <br />
