<br />City Council <br />Meeting Minutes <br />January 6, 2009 <br />Page 4 of 16 <br /> <br />Planning Director Wood explained the City Council directed staff to address a <br />number of revisions which would bring greater internal consistency to the Plan. <br />Staff has incorporated the modifications to the Plan in response to City Council <br />direction. He outlined the public involvement, which took place during the <br />Comprehensive Plan Update process. The process was designed to maximize <br />the extent of public input based upon limited staffing resources and included <br />public boards and commissions, stakeholders, open houses and five Planning <br />Commission public hearings. The assumption was the Comprehensive Plan <br />Amendment would not result in a fundamental modification of the Community <br />Vision but would provide the necessary updates as to demographic, economic, <br />and market trends which continue to impact future land use decisions <br /> <br />Planning Director Wood explained the material contained in the PowerPoint <br />presentation is new information. He requested a motion to incorporate the <br />PowerPoint materials into the record. <br /> <br />MOTION: Councilor Muckle moved to approve the requested documents into the <br />record, seconded by Councilor Dalton. All in favor. <br /> <br />Planning Director Wood reviewed the revisions, which were incorporated into the <br />Plan: <br /> <br />1. Opportunity Area #6 Policy LU-4.6 has been amended to remove the <br />reference to "higher density residential". <br />2. The following inventory has been provided, which compiles the land use <br />designations: <br /> <br />Opportunity Area #1: a) Multi-purpose park at southwest corner of Pascal <br />Avenue and Hwy 42. <br /> <br />Opportunity Area #2: a) Land use designations in the Highway 42 Revitalization <br />Area to conform with Land Use Plan Exhibit A from the Highway 42 Mixed Use <br />Development and Design Standards. <br /> <br />Opportunity Area #3: a) Remove IGA designation over the Hoyle Property. <br />Property is zoned Industrial through a successful amendment to the IGA. <br /> <br />b) Land use designation at the northeast corner of S. 96th Street and Dillon Road <br />is consistent with the Saint Louis Parish General Development Plan. The zoning <br />map does not reflect the property was rezoned from Agriculture to PCZD. <br /> <br />Opportunity Area #4: a) Remove the residential land use designation on the <br />ConocoPhillips parcel at the intersection of Campus Drive and So. 88th Street. <br />
