<br />City Council/LRC <br />Special Meeting Minutes <br />March 10, 2009 <br />Page 6 of 7 <br /> <br />Commissioner Hernandez explained the destination for commuters is their car <br />and fheir homes and not necessarily the downtown area. <br /> <br />Councilor Sacket requested input from the Downtown Business Association <br />(DBA). Rhonda Grassi, DBA member stated the Downtown Business <br />Association fully supports the current placement of the station and the <br />Framework Plan. <br /> <br />Steve Poppitz, a Louisville resident, stated Option 1 and 3 should not be <br />considered. He supported Option 2b and an underpass or overpass across SH <br />42. <br /> <br />Councilor Muckle stated RTD will not build a parking structure. He supported <br />more spaces closer to downtown and the Planning Commission review of the <br />station design options. <br /> <br />Councilor Clabots asked if RTD will charge for parking. Mr. Quinn stated existing <br />legislation prohibits RTD from charging for parking. <br /> <br />APPROVAL OF lOUISVlllE PREFERRED OPTION FOR FASTRACKS RAil <br />STATION DESIGN <br /> <br />MOTION: Mayor Sisk moved to approve a FasTracks Rail Station Design <br />entitled Option 4, which includes Option 2b, with revisions to eliminate the retail <br />component to create more parking spaces, and moving the bus lanes. Councilor <br />Dalton seconded the motion. Roll call vote was taken. The motion carried by a <br />vote of 4-3. Councilors Yarnell, Muckle and Sackett voted no. <br /> <br />QUIET ZONES UPDATE <br /> <br />Mr. Quinn updated Council and Commissioners on the Quiet Zones. <br /> <br />Accomplishments to Date <br /> <br />o Diagnostic Field Reviews held on July 17 & August 13, revised <br />grade crossing report forms for each crossing. <br /> <br />Next Steps <br /> <br />o Noise analysis - Background noise level measuring will begin by <br />the end of the month <br />o Determine quiet zones based on noise analysis <br />o Revise Grade Crossing Report Forms based on mitigation <br />requirements with input and review by local jurisdictions <br />o Draft Quiet Zone Report <br />
