11/3/82

Page -4-

Schelene Stratton
1123 Lincoln Ave.

Felt that the $100 fee for each machine at
the Pinball Wizard was unreasonable. She
stated that she had been to many arcades
and spoke with several owners of arcades.
They informed her either that they paid
a small fee or no fee at all - most of the
owners were in the Boulder area. Boulder
has several arcades while Louisville only
has one. She further stated the Pinball
Wizard is a very clean building; there is
always an attendant on duty; is very orderly.
She was there frequently and enjoyed the games.
It was her feeling that if the $100 fee per
machine was adopted, it could force the owner
to close the business, and did not feel Louis"
ville was the type City that would force
someone out of business. It was her opinion
that the surrounding businesses also realized
customers from the the people who .played the
video games. Cited instances of people who
were doing their laundry and played the games
until it was finished. Felt that the busi-
ness was keeping people within the City.
Felt that $25.00 per machine would be ample,
and that it was keeping the young adults off
the streets and out of trouble. Again reiter-
ated the advantage of entertainment for the
families.

Mayor Meier continued the public hearing.
Anyone else in the audience that wished to
speak in opposition of the ordinance - none.
Council comments.

Councilman Cussen

Commented he realized that after reviewing
the revenue and expenditure sheets provided
by the owner of the Pinball Wizard, that the
business was not making a large profit. How-
ever councilmembers were viewing all arcades
and although he was sympathetic to the conerns,
there were still issues that needed to be
addressed, i.e. he would be willing to con-
sider a $75 per machine fee, in lieu of the
$100 as stated in the ordinance. Expressed
concern about bicycles cluttering the doorway,
pedestrians who are walking stumble over them -
where is the liability? The City provides
police protection and. other services thus the
reason for the fee. It was his feeling a bike
rack was a priority for the establishment.
