His <br />next statement was that in 1978 there was <br />a transfer of $350,579.00 from the utility <br />fund - in 1979 another $118,435.00 - in <br />1980 - no figure given, in 1981 another <br />$95,506 was transferred. The Mayor had <br />assured him the transfers were justified. <br />He didn't mind paying a legitimate increase <br />but wanted more informatation. Remarked <br />perhaps 7 months out of the year he would <br />not be using 10,000 gallons of water, but <br />would be paying the minimum of $8.00, and <br />possibly be using more than 10,000 gallons <br />for approximately 5 months his water bill <br />would increase, and this will be in addtion <br />to the $279,000 projection. He wished more <br />information as to the calculations or what <br />could be done to correct the situation. <br />Mr. Woodbury stated he realized the City <br />needed to catch up in order to balance the <br />budget - was not necessarily speaking against <br />the proposal, but did not fully understand <br />the figures. <br /> <br />Informed Mr. Woodbury after everyone had <br />an opportunity to speak, Administrator <br />Wurl would answer his questions. <br /> <br />Gilbert Martinez <br />395 Matchless <br /> <br />He appreciated having received the flier <br />on the water rates proposal and appreciated <br />having the opportunity to express his views <br />primarily because of the size of the increase. <br />Mr. Martinez stated he had no particular <br />objections to an increase, as he was aware <br />of the increase in costs of everything as <br />well as the City; however he was concerned <br />with the size of the increase. It was his <br />opinion, after reviewing the flier, that <br />his water bill would double in fees - felt <br />this was out-of-line. Looking at the over- <br />all situation all utilities are being increased <br />and if each one of them is projecting a 43% <br />to 47% increase, we will be unable to pay <br />for our basic necessities such as water and <br />
