In conclusion he stated he <br />supported the increase, but did not support <br />the rate structure recommended by staff <br />and Council. <br /> <br />Mayor Meier <br /> <br />Replied to the rate structure concern - <br />advised it was not recommended by City <br />Staff but by Councilmembers. The reason <br />for this was to benefit the person who <br />was trying to conserve water. <br /> <br />Administrator Wurl <br /> <br />Advised when the proposal was being ini- <br />tiated staff had provided Council with <br />5 alternatives and the flier that was <br />supplied was a result of several study <br />sessions considered best. Stated it was <br />difficult to comment because he did not <br />have the original alternatives with him. <br />The basis however for the entire structure <br />was to provide sufficient funds to meet the <br />operation and maintenance costs of the <br />water system. Wurl invited Mr. Yekel to <br />meet with him to review all the proposals. <br />He further explained basically in the last <br />5 year period the revenues did not cover <br />the expenditures for either the water or <br />sewer departments. The approximate deficit <br />figure for 1981 was $150,000.00. Referring <br />to the rate structure - in the final analysis <br />the residents pay for the water and sewer <br />system and this structure will provide the <br />needed revenue. Wurl also stated this rate <br />structure would substantially increase the <br />commercial and industrial users. <br /> <br />Ray Woodbury <br />2157 Centennial Drive <br /> <br />Commented he too had problems with the <br />flier as it was not particularly informative <br />in his estimation. He as also concerned <br />with the $126,000.00 to improve a facility <br />that was built in 1934. He asked if there <br />wasn't something prior to this time where <br />funds were needed. He had no problem with <br />the improvement of the Eldorado Springs <br />diversion facility amounting to $50,000.00. <br />Then stated the increase for water was $2.50, <br />for water bond increase $2.15 for a total <br />of $4.65 multiplied by the number of residents <br />in the City of Lousiville - approximately <br />5,000 homes which amounts to $23,250.00 per <br />month, multiply this by 12 and it equals <br />$279,000.00 per year.
