<br />1/19/82 <br /> <br />Page -6- <br /> <br />on this annexation request on December 15, <br />1981 - two concerns were expressed - one <br />was the Interchange issue and DRCOG's <br />approval of the extension of the City's <br />urban services area. Both these issues <br />have since been resolved. He stated we <br />on the City Council has supported the idea <br />that government should involve the people <br />therefore this annexation request should <br />be brought to a vote of the people. <br /> <br />COUNCILMAN CUSSEN <br /> <br />Stated since he was the only one who spoke <br />against the annexation request at the <br />December 15, 1981 public hearing, he had <br />received several calls supporting his concern <br />of proper procedure to insure the integrity <br />of the comp plan. By not following proper <br />procedure a precedent could be set for <br />future development by homeowners in the area. <br />He defended the 1500' setback requirement <br />of open space agreed on in the Centennial <br />Valley Mall agreement, and questioned the <br />urgency and zoning of the ordinance at this <br />time, since ~r. Biella had no present plans. <br />He supported staff reconunendations that the <br />area was over zoned conunercially. He was <br />sensitive to Hr. Biella, but felt he should <br />go through the amended comp plan procedure. <br />He referred to Resolution 4fr6 which was <br />being presented this evening which says <br />that Council is sensitive to property owners <br />and they need to define a policy regarding <br />open space. He was bothered by Hr. Biella's <br />conunent, and felt council was being held <br />hostage - if the ordinance did not pass <br />Mr. Biella would deny the City of Superior <br />the right-of-way through his property for <br />the sewer line. <br /> <br />COUNCILWOMAN MORRIS <br /> <br />Stated her main concern was with procedure <br />and the integrity of the comprehensive plan. <br />She supported staff reconunendations that the <br />annexation request was premature; that council <br />does have to define open space policy and <br />when these have been accomplished and Mr. <br />Biella resubmits his requests for annexation <br />council would reconsider. <br />
