City Council
Meeting Minutes
February 22, 2022
ADOPTION OF 2022 CITY COUNCIL WORK PLAN
City Manager Durbin stated this process was postponed due to the Marshall Fire. There
has been a change in recommended priorities as well due to the fire. This plan addresses
Council's work plan for large initiatives for the year but does not address the regular work
staff does every day.
City Manager Durbin noted staff is working hard on the Private Property Debris Removal
(PPDR) to move this as quickly as possible. We are working on a communication
between all three jurisdictions that will be out tomorrow and we hope it provides more
certainty for fire -affected families.
Deputy City Manager Davis stated this process usually includes a December meeting
when council comes recommended projects for the work plan and then a January
meeting where Council determines the exact project to adopt and puts them in priority
categories. This year staff has also brought forward changes due to the Marshall Fire
including new high priority items related to recovery and changes to some of the previous
items.
Deputy City Manager noted the revised work plan in the packet this evening. It includes a
new section with specific recovery items that will require council policy discussion and
direction. The document also includes carry forward items from last year's work plan that
were not completed, new initiatives from Council from the December meeting, and annual
and recurring items the Council will need to address. There is also a section of items that
staff recommend being removed based on staff capacity.
This evening Council will need to finalize the items on the work plan and prioritize them.
Typically 15-20 items are adopted knowing that there is additional ongoing work and
limited staff capacity.
Public Comments
Beth Eldridge, 378 South Taft Court, stated that housing needs to be a priority including
communication with builders and developers for what we need for the community. She
also encouraged Council to address affordable housing needs for residents and to rezone
areas around the McCaslin RTD stop to multifamily housing.
Peggy Leech, 209 South Lincoln Avenue, asked Council to prioritize affordable housing
and to work to become a more affordable community with a diversity in housing. She
stated diversity in housing would attract a more diverse community in Louisville.
Larry Donner, 1020 Willow Place, stated if Council is going to require fire rebuilding
families to only use renewable energy that requirement should be placed on all residents
in town.
