City Council <br />Meeting Minutes <br />February 22, 2022 <br />Page 3 of 5 <br />RJ Harrington, 457 East Raintree Court, asked the Council to consider items that will <br />reduce the City's greenhouse gasses and to be sure the Comprehensive Plan be updated <br />as scheduled. <br />Jeff Franklin, 515 West Fir Way, encouraged the Council to consider the need for <br />affordable housing. Housing was a problem before the fire and it is even worse now. He <br />encouraged creating affordable housing strategies thinking beyond traditional single <br />family homes. <br />Joshua Cooperman, 216 Griffith Street, encouraged the Council to include sustainability <br />in all aspects of the work plan. He stated that addressing climate change needs to be a <br />priority even if it means putting back in some items plan that staff suggested removing. <br />He also supported the Council rezoning some districts to residential or mixed use to <br />address affordable housing. <br />Councilmember Most stated the staff communication states this proposed plan with <br />changes dues to the fire includes Council input, but she did not have input in this updated <br />plan. Mayor Stolzmann stated it should be clarified that she and Mayor Pro Tern Maloney <br />did give input on the changes, but the entire Council did not. Tonight is the chance for the <br />rest of Council give input and make a final decision on the plan. <br />June Ramos reviewed how Council should consider items for prioritization and recognize <br />that the staff is doing both regular work and recovery work right now and that needs to <br />also be considered in the final plan. <br />Marshall Fire Response Items <br />Members discussed the Marshall Fire items and made some language changes for clarity <br />and expanded some items. <br />Members agreed all of the Marshall Fire items are a high priority. <br />Carryforward and Ongoing Items <br />Deputy City Manager noted these items were updated to adapt for the fire recovery <br />workload. Equity, Diversity, and Inclusion (EDI) work will continue this year, specifically <br />implementation of the immediate recommendations from Task Force will continue this <br />year. <br />Mayor Stolzmann noted Transportation Master Plan changes made here would pause <br />some projects including Via Appia changes, but work on Highway 42 will continue. <br />Deputy City Manager noted that those items showing with a modification are only being <br />delayed, not cancelled. <br />
